完善上海公安巡逻警务机制研究

【摘要】：近年来,随着改革开放的不断深入,社会对内对外开放程度提高,人员、物资、技术和信息大流动,社会治安形势发生了很大变化,治安状况明显呈动态化趋势。犯罪总量增加,尤其是抢劫、抢夺、诈骗、扒窃等现行违法犯罪上升,市民“110”报警数也随之急增,动态治安问题越来越突出。为适应动态环境的需要,做好社会治安的动态管理,必然要变革原有的公安体制和工作机制,而以巡逻为主要勤务方式的专业化,就是为实行社会治安防控由静态治安管理过渡到动态治安管理的产物。巡逻在整个公安工作中占有举足轻重的地位,巡警是动态治安防控的产物。警察巡逻是最基本的警务活动之一,历来为各国警方所高度重视。建立和完善街面动态管理巡逻机制,也是我国进行警务机制改革,实现基层公安机关由行政机关向执勤战斗化转轨、治安管理由静态管理向动态管理转轨、打击犯罪由被动等案到主动出击转轨的有力举措。改革上海公安巡逻警务体制,建立起适应新形势发展需要的以动态管理为基础的街面巡逻机制,是现实斗争的客观需要。创新上海公安巡逻警务机制,是新时期继承发扬优良传统,密切警民关系,履行公安机关全心全意为人民服务宗旨的新方法。为充分发挥巡逻的作用,寻求最佳的巡逻效果,需要制定科学合理的巡逻体制。其中,“网格化”街面动态巡逻勤务机制已成为上海推行现代警务机制的成功典范,但仍存在一些制约改革深化的瓶颈因素。文章首先从研究境外警察巡逻体制以及我国巡逻警察的发展状况入手,分析了上海公安巡逻警务机制的现状以及建设中存在的制度性瓶颈(巡警功能定位不准确、接处“110”能力不强、街面巡逻力量分布不均衡、指挥调度体系和综合保障需要加强、巡逻警务的效能有待提升等),提出了通过加强巡逻警务六大基础性制度(岗前训示制度、巡逻点设置制度、日常工作登记制度、信息员建设制度、人机联动制度、勤务考核制度)建设,改革巡警接处“110”工作,建立常态勤务、应急勤务和便衣勤务三结合机制,科学调整巡逻勤务布局,加强街面巡逻力量建设,以建立和完善适应上海发展的现代巡逻警务机制。我们只有客观分析阻碍上海巡逻警务机制发展的原因,积极进行调研和开展试点工作,才能继续深化巡逻勤务机制改革,以不断提升巡逻机制的实效。
[Abstract]:In recent years, with the deepening of reform and opening up, the degree of social opening to the outside world has been improved, personnel, materials, technology and information flow, the social security situation has undergone great changes, the public security situation is obviously dynamic trend. The total amount of crime is increasing, especially robbery, snatch, fraud, pickpocketing and other existing illegal crimes, the number of "110" alarm of citizens also increases rapidly, dynamic public security problems become more and more prominent. In order to meet the needs of the dynamic environment and to do well the dynamic management of public security, it is necessary to reform the original public security system and work mechanism, and take patrol as the main service mode of specialization. It is the product of the transition from static security management to dynamic security management for the implementation of social security prevention and control. Patrol plays an important role in the whole public security work. Patrol policeman is the product of dynamic public security prevention and control. Police patrol is one of the most basic police activities, which has always been attached great importance to by the police all over the world. The establishment and perfection of the patrol mechanism of street dynamic management is also the reform of police mechanism in our country, and the transition of basic public security organs from administrative organs to combat duties, and the transition of public security management from static management to dynamic management. Combat crime from passive and other cases to the active transition to active measures. It is the objective need of the realistic struggle to reform the police patrol system of Shanghai public security and establish a street patrol mechanism based on dynamic management to meet the needs of the development of the new situation. Innovating the police mechanism of public security patrol in Shanghai is a new method to inherit and carry forward the fine tradition, close the relationship between the police and the people, and fulfill the purpose of serving the people wholeheartedly by the public security organs in the new period. In order to give full play to the role of patrol and seek the best patrol effect, it is necessary to establish a scientific and reasonable patrol system. Among them, the "grid" street dynamic patrol service mechanism has become a successful example of the implementation of modern policing mechanism in Shanghai, but there are still some bottleneck factors restricting the deepening of reform. The article begins with the research on the patrol system of overseas police and the development of patrol police in our country, analyzes the present situation of the police patrol mechanism in Shanghai and the system bottleneck in the construction (the function orientation of patrol police is not accurate). The capacity of "110" is not strong, the distribution of patrol forces is not balanced, the command and dispatch system and comprehensive support need to be strengthened, the efficiency of patrol police needs to be improved, and six basic systems (pre-post instruction system) are put forward through strengthening patrol policing. The establishment of patrol points, the registration system of daily work, the system of building information officers, the system of man-machine linkage, the system of duty assessment), the reform of the "110" work of the patrol police office, and the establishment of a three-pronged mechanism of normal service, emergency service and plain clothes service, In order to set up and perfect the modern patrol police mechanism adapted to the development of Shanghai, the scientific adjustment of patrol service layout and the strengthening of the construction of patrol forces on the street are carried out. Only by objectively analyzing the reasons that hinder the development of the patrol police mechanism in Shanghai and actively carrying out investigation and pilot work can we continue to deepen the reform of the patrol service mechanism in order to continuously improve the effectiveness of the patrol mechanism.
