湖南省社区警务问题研究

【摘要】：社会治安问题日益成为普遍关注的全球性问题,各国都在积极探索有效之策。兴起于20世纪60年代的社区警务,在经历大量的理论思辩和实践验证之后,无疑已成为西方国家目前解决社会治安问题的最佳选择。我国在总结公安工作长期坚持的群众路线的基础上,于2001年提出了实施社区警务战略。纵观我省近二年的社区警务实践,不可避免地还存在着诸多问题和不足。本文秉承系统论观点,用比较研究和实证研究的办法,分析了我省社区警务的机制性和操作性问题,从社区警务的导向的构建,考核体系的完善,警务体制改革和保障机制的改善四个方面提出了对策。
[Abstract]:Social security has increasingly become a global issue of universal concern, and countries are actively exploring effective strategies. Community policing, which rose in the 1960s, has undoubtedly become the best choice to solve the social security problem in western countries after a great deal of theoretical thinking and practical verification. On the basis of summing up the mass line of public security work for a long time, our country put forward the strategy of implementing community policing in 2001. Throughout our province nearly two years of community policing practice, there are inevitably still many problems and deficiencies. This paper, from the viewpoint of system theory, analyzes the system and operational problems of community policing in our province by means of comparative research and empirical research, from the point of view of the construction of community policing orientation and the perfection of assessment system. The reform of the police system and the improvement of the guarantee mechanism are put forward in four aspects.
