社会变迁环境下公安行业办学审视

【摘要】：社会变迁期,在其他行业办学纷纷弱化甚至退出的社会大环境下,公安行业办学仍在顽强地坚持与支撑。对以计划体制为根基和几十年不变的公安行业办学的坚持使公安教育付出了沉重的代价。在当下高等教育大发展的背景下,公安行业办学却出现停滞、倒退甚至陷入生存危机。为什么在计划时代曾经发展良好的公安行业办学今日会陷入困境?为什么高等教育的大发展不能带动公安教育的发展?我们必须寻找深层的原因。而这一寻找和探索过程应建立在对以下具体问题的思考上:其一,公安行业办学的历史教训或先天不足为何;其二,公安行业办学的现实困境为何;其三,公安行业办学当下的困境原因何在;其四,公安行业办学今日困境超越的路径何在。在总结教训、扫描现状、探究原因、寻找路径的进程中我们可以得出如此结论:当下公安行业办学的生存与发展困境绝不是社会变迁的必然产物,而是公安行业办学相对封闭、保守、落后而带来的对社会变迁的新环境、高等教育发展的新趋势、公安工作新要求不适切性的必然结果。公安行业办学要超越现时的困境,唯一的路径是改造公安行业办学,在改造中增强公安行业办学的活力与动力。
[Abstract]:During the period of social change, under the social environment of weakening and even withdrawing from other industries, public security schools are still tenaciously adhered to and supported. The persistence of the public security education based on the planning system and unchanged for several decades makes the public security education pay a heavy price. Under the background of the great development of higher education, the running of public security industry is stagnant, retrogression and even survival crisis. Why did the public security industry, which had developed well in the planning era, run a school today? Why can't the development of higher education lead to the development of public security education? We must look for the underlying reasons. This search and exploration process should be based on the following specific issues: first, what are the historical lessons or innate deficiencies of the public security industry; second, what are the practical difficulties of the public security industry; third, What are the reasons for the current predicament of running a school in the public security industry; fourth, where is the path beyond which the predicament of running a school in the public security industry surmounts today. In the process of summing up the lessons, scanning the present situation, exploring the reasons and finding the way, we can draw such a conclusion: the current predicament of the survival and development of the public security education is not the inevitable outcome of the social changes, but the relatively closed running of the public security business. The new environment of social vicissitude, the new trend of the development of higher education and the inappropriateness of the new requirements of public security work brought by conservatism and backwardness are inevitable results. The only way to run a school in the public security industry is to reform the running school of the public security profession and to strengthen the vigor and motive force of running a school in the public security profession.
