【摘要】：加强生态建设,维护生态安全,已成为21世纪人类面临的共同主题。森林公安作为我国维护生态安全的重要力量,迫切需要改革自身管理体制,从而建立起一支强大的维护森林及野生动植物资源、维护生态安全以及林区社会秩序的专业执法队伍,为实施可持续发展战略、构建人与自然和谐发展保驾护航。本文采用文献资料法、比较研究法、系统分析法、专家访谈法以及实地调研等方法,从分析森林公安管理体制的沿革及现状入手,全面剖析了森林公安管理体制在管理职能、机构设置、编制经费、领导体制、队伍建设、管理机制上存在的问题,揭示了森林公安管理体制存在问题的深层次原因。同时,通过分析其他行业公安管理体制改革的经验,探索符合新形势下森林公安管理体制的改革原则,对森林公安管理体制改革提出了具体的实施意见和建议。
[Abstract]:Strengthening ecological construction and maintaining ecological security has become the common theme facing mankind in the 21 st century. As an important force in maintaining ecological security in our country, forest public security urgently needs to reform its own management system so as to establish a strong maintenance of forest and wildlife resources. In order to implement the strategy of sustainable development and construct the harmonious development of man and nature, this paper adopts the method of literature, comparative research and systematic analysis. Based on the analysis of the evolution and present situation of the forest public security management system, this paper comprehensively analyzes the management function, institutional setting, compilation of funds, leadership system and team construction of the forest public security management system. The problems in the management mechanism reveal the deep causes of the problems in the forest public security management system. At the same time, by analyzing the experience of the reform of the public security management system in other industries, this paper probes into the reform principles of the forest public security management system under the new situation, and puts forward concrete suggestions and suggestions for the reform of the forest public security management system.
