城乡结合部社会治安协同治理模式研究

【摘要】：当前，我国社会治安形势总体稳定，社会治安综合治理的模式取得一定的成效，但在城乡结合部，社会治安形势日益突出且错综复杂。随着我国改革开放的深化、城市化进程的不断加快，处在特殊地理区位的城乡结合部带来了机遇，也带来了挑战。长期以来，城乡结合部社会治安治理不同于城市社会治安治理，又不同于农村地区的社会治安治理，效果不理想成为一个现实问题，已有的社会治安综合治理模式已难以应对城乡结合部这个特定区域的社会治安等治理。本文引入协同治理的理论，意在倡导社会治安的主体间相互协作，实现社会治安的协同治理。社会治安协同治理具体是指运用政府、社会、公众解决治安问题的诸多方式的总和，是各主体对治安问题采取联合行动的过程，运用各种合法有效措施手段治理治安犯罪活动的社会管理过程。本文以济南市七贤街道办辖区的社会治安治理作为一个案例，通过实证研究来分析适应新时期、新形势下的社会治安问题。因此，确保城乡结合部社会治安治理效果，维护城乡结合部安定祥和的社会秩序，需要建立切实可行的模式。在本文中，将社会治安主体界定为政府、社会、公众三个层面，建立政府与社会、公众充分互动的社会治安“合作伙伴”关系，形成合力，进行“共治”，构成“三维立体空间”，充分发挥组合优势，更好的实现城乡结合部“以疏为基、以防为主、以打为辅”社会治安治理的善治目标。针对城乡结合部社会治安问题，本文在社会治安协同治理模式下，从政府扮演主导者、社会扮演协同者和公众扮演参与者的角色出发，提出具体对策建议。可以说，，社会治安协同治理是城乡结合部社会治安治理的理想模式。
[Abstract]:At present, the social security situation in our country is generally stable, and the mode of comprehensive management of social security has achieved certain results, but in the urban and rural areas, the social security situation is increasingly prominent and complex. With the deepening of China's reform and opening up and the accelerating process of urbanization, the combination of urban and rural areas in a special geographical location brings both opportunities and challenges. For a long time, the governance of social security in urban and rural areas is different from that in urban and rural areas. The existing comprehensive management model of social security has been difficult to cope with the governance of social security in this particular region of the urban and rural areas. This paper introduces the theory of cooperative governance, which is intended to advocate mutual cooperation among the subjects of social security. To realize the coordinated management of public order. The cooperative governance of social security refers to the summation of many ways in which the government, society and the public are used to solve public security problems. It is the process in which various subjects take joint action on public security issues. Use all kinds of legal and effective measures to control the social management process of public security criminal activities. This paper takes the governance of public security in Qixian District of Jinan as a case study to analyze the problems of social security in the new era and new situation through empirical research. Therefore, it is necessary to establish a feasible model to ensure the effect of social security governance in the urban and rural areas and to maintain a stable and peaceful social order in the urban-rural junction. In this paper, the main body of social security is defined as three levels: government, society and the public. To establish the "cooperative partner" relationship between the government and the society and the public, to form a joint force, to "govern together", to form a "three-dimensional space", to give full play to the advantages of combination, and to better realize the combination of urban and rural areas "on the basis of sparsity," To prevent the main, with the fight as a supplementary "social security governance of good governance objectives." In view of the problem of social security in the urban and rural areas, this paper puts forward the concrete countermeasures and suggestions based on the role of the government as the leader, the society as the coordinator and the public as the participant under the mode of coordinated governance of social security. It can be said that the coordinated governance of social security is the ideal mode of social security governance in urban and rural areas.
