我国警察教育应对世界警务革命的对策研究

【摘要】:世界警务革命是世界警务发展的历史必然,也是人类社会的发展对世界警务的历史要求。正确认识警察教育与警务的辩证关系,立足于作为一个连续有机整体的四次世界警务革命反思警察教育,对于警察教育改革有着重要的理论意义和现实意义。 本研究主要采用文献研究法多方收集国内外有关警务革命的各种理论观点和各国的警务改革实践以及警察教育的理论研究与实践探索的文献资料,作为研究的理论支撑和事实基础。采用比较分析和个案研究,对我国警察教育应对世界警务革命存在的主要问题进行定性、描述与归因分析,得出相关结论。 借助以上研究,,在了解和掌握了世界警务革命的发展历史与第四次警务革命之现状及20世纪以来国内外警察教育研究的主要成果,和国内外警察教育实践的主要文献资料的基础上,以警务革命之既存事实为研究基点,立足世界警务革命赖以发生和发展的社会条件及其自身所体现的警察、警务、警察职能发展的内源性动力和必然趋势,围绕警务革命综述,从警务革命体现了政府职能的时代特征,警务革命体现了权利主体的辩证发展过程,警务革命反映了对警察核心职能与核心职责的辩证认识过程和警务革命对警察综合素质的要求越来越高等四个纬度辨析警务革命,从而在推导出我国警察教育面临的挑战的基础上,结合笔者在四川警察学院多年的教育实践经验,针对我国警察教育在人才培养模式、教学流程、激励机制和教务组织结构等方面所存在的较突出问题及教育成因探讨,提出了构建互动循环式人才培养模式、再造警察教育的教学流程、重塑警察教育激励机制、重组警察教育的教务组织结构等相应对策,希望能为促进我国警察教育科学化略献绵力。
[Abstract]:The world police revolution is the historical necessity of the development of the world police service, and also the historical requirement of the development of human society to the world policing. The correct understanding of the dialectical relationship between police education and policing is based on the reflection of police education in the four world police revolutions as a continuous organic whole. It is of great theoretical and practical significance to the reform of police education. This study mainly adopts the literature research method to collect various theories and views about the police service revolution at home and abroad and the practice of the police service reform in various countries. By means of comparative analysis and case study, this paper makes qualitative analysis, description and attribution analysis of the main problems existing in the world policing revolution in China's police education, and draws relevant conclusions. On the basis of understanding and mastering the development history of the world police service revolution and the present situation of the fourth police service revolution, the main achievements of the research on the police education at home and abroad since the 20th century, and the main documents and materials of the practice of the police education at home and abroad, Based on the existing facts of the police service revolution, based on the social conditions on which the world policing revolution takes place and develops and the endogenous motive force and inevitable trend of the development of the police, police and police functions, this paper summarizes the police service revolution. From the police affairs revolution has manifested the government function time characteristic, the police service revolution has manifested the right main body dialectical development process, The police service revolution reflects the dialectical understanding process of the core function and the core duty of the police, and analyzes the police service revolution from four aspects, such as the police service revolution demands the police comprehensive quality more and more high. On the basis of deducing the challenge that our country police education faces, combining the author's many years' education practice experience in Sichuan Police College, aiming at the training mode and teaching flow of the police education in our country, This paper discusses the outstanding problems in the aspects of incentive mechanism and educational administration organization structure, and probes into the causes of education, and puts forward the construction of interactive and circular talent training mode, reengineering the teaching process of police education, and reshaping the incentive mechanism of police education. It is hoped that the corresponding countermeasures, such as reorganizing the educational structure of police education, can contribute a little to promote the scientization of police education in our country.
