城市流动人口与和谐社区的构建研究

【摘要】： 构建社会主义和谐社会,是我们党从全面建设小康社会、开创中国特色社会主义事业新局面的全局提出的一项重大任务,在构建和谐社会的过程中,社区具有不可替代的基础作用,建设和谐社区是构建和谐社会的基础工程。而和谐社区建设与发展的核心是人的和谐发展,毋庸置疑,流动人口是和谐社区构建中的重要一员,他们既是评估社区和谐的重要指标,又是构建和谐社区的重要方面。大量出现的流动人口对我国社区经济的高速发展发挥了积极的、不可替代的建设作用,但是不容否认,流动人口的出现也对和谐社区的构建产生了一定负面影响,因此需要正确协调处理好城市流动人口问题,来推动我国社区的和谐发展。本文主要采用历史考察和现实分析相结合、官方材料和学术研究相结合、理论研究和实地调研相结合的研究方法,运用政治学、法学、社会学等学科的基本理论知识,对我国流动人口与和谐社区的构建问题进行了系统且深入的研究。文章分为五个部分: 第一部分:引言。阐述论文选题的背景及意义,分析国内外流动人口与和谐社区构建的研究现状,并提出文章的基本研究思路。第二部分:城市流动人口与和谐社区的内涵。解释城市流动人口、社区、和谐社区等相关概念。第三部分:城市流动人口的现状和特征。分析城市流动人口的现状,并对流动人口的年龄性别、文化结构、人口流向、职业结构、居住分布等特征进行详细分析。第四部分:城市流动人口对和谐社区构建的效应分析。首先分析城市流动人口对和谐社区构建的正负两方面效应,然后针对所产生的负效应进行深层次的原因解析。第五部分:正确协调城市流动人口问题,构建社会主义和谐社区的对策。首先应该转变观念,培养平等、文明、和谐的“新市民”心态,然后是完善法规,改进城市流动人口服务和管理体制,再是充分发挥社区作用,正确协调流动人口问题,构建社会主义和谐社区。本文的创新之处主要表现在两个方面:一是在研究视角上,以往学者较多关注对流动人口的管理,忽视了对其社区服务研究,对于社区发展,研究者大都从城市本地居民这一思维逻辑出发,而忽略了把流动人口纳入社区建设之中,而本文从城市流动人口与和谐社区构建相结合的新角度来进行深入地研究;二是在研究内容上,在系统阐述目前城市流动人口的现状和特征的基础上,深入分析了流动人口对于和谐社区构建的正负两方面效应,并针对存在的问题进行全方位原因解析,进而提出了相应的对策,对正确协调流动人口问题、推动社区的和谐发展作出了积极探索。
[Abstract]:Building a harmonious socialist society is a major task put forward by our Party from the overall situation of building a well-off society in an all-round way and creating a new situation for the cause of socialism with Chinese characteristics. In the process of building a harmonious society, The construction of harmonious community is the basic project of constructing harmonious society. The core of the construction and development of harmonious community is the harmonious development of people. There is no doubt that the floating population is an important member in the construction of harmonious community, they are not only an important index to evaluate the harmonious community, but also an important aspect of building a harmonious community. The emergence of a large number of floating population has played a positive and irreplaceable role in the rapid development of the community economy in China, but there is no denying that the emergence of the floating population also has a certain negative impact on the construction of a harmonious community. Therefore, it is necessary to properly coordinate the urban floating population to promote the harmonious development of our community. This paper mainly uses the methods of historical investigation and reality analysis, the combination of official materials and academic research, the combination of theoretical research and field investigation, and the application of basic theoretical knowledge of political science, law, sociology and other disciplines. This paper makes a systematic and in-depth study on the construction of floating population and harmonious community in China. The article is divided into five parts: the first part: introduction. This paper expounds the background and significance of the topic selection, analyzes the current research situation of floating population and harmonious community construction at home and abroad, and puts forward the basic research ideas of the paper. The second part: the connotation of urban floating population and harmonious community. Explain the urban floating population, community, harmonious community and other related concepts. The third part: the present situation and characteristics of urban floating population. The present situation of urban floating population is analyzed, and the characteristics of the floating population, such as age and sex, cultural structure, population flow, occupation structure and residential distribution, are analyzed in detail. The fourth part: the effect of urban floating population on the construction of harmonious community. This paper first analyzes the positive and negative effects of urban floating population on the construction of harmonious communities, and then analyzes the deep reasons for the negative effects. The fifth part: coordinate the problem of urban floating population correctly, construct the countermeasure of socialist harmonious community. First of all, we should change our concepts, cultivate a "new citizen" mentality of equality, civilization and harmony, and then perfect the laws and regulations, improve the service and management system of the urban floating population, and then give full play to the role of the community and correctly coordinate the floating population problem. The innovation of this paper is mainly reflected in two aspects: first, from the perspective of research, previous scholars pay more attention to the management of floating population, neglecting the study of community service, and the development of the community. Most of the researchers start from the logic of urban residents, but ignore the floating population into the construction of the community, and this article from the city floating population and harmonious community construction of a new perspective to conduct in-depth research; Secondly, on the basis of systematically expounding the present situation and characteristics of urban floating population, this paper deeply analyzes the positive and negative effects of floating population on the construction of harmonious community, and analyzes the reasons for the problems. Then the corresponding countermeasures are put forward, and the positive exploration is made to coordinate the floating population correctly and promote the harmonious development of the community.
