【摘要】： 本文利用制度分析的方法，从公共经济学的角度，对公共安全服务进行分析与探讨，对现实中的公共安全服务进行了尽可能详尽的分析，得出了一些较为有意义的结论。在实践中，公共安全服务出现了政府安排、市场安排和多中心的安排等制度安排。但是在公共安全服务上，，世界各国普遍地采用了为政府安排为主的模式，特别是我国在这方面更明显。随着我国犯罪活动日益严重、社会治安状况恶化、人们的安全感下降，由政府垄断经营公共安全服务也必然会出现有效供给不足。保安服务公司的产生在一定程度上打破了政府对公共安全服务的垄断经营。但目前就我国来看，保安服务仍由公安机关一家垄断经营，并没有市场竞争的激励。所以说我国的保安服务还没有真正用足市场。社区警务是多中心的制度安排，在改进社区公共安全服务有效供给方面比较有效，社区警务可以有效地改进公共安全服务。文章共分六部分：一、导论：研究的缘起二、公共安全服务的逻辑起点三、公共安全服务的理论变迁四、公共安全服务的制度安排五、社区警务——多中心的实践六、结论
[Abstract]:This paper makes use of the method of system analysis, from the angle of public economics, analyzes and discusses the public security service, analyzes the public security service in reality as thoroughly as possible, and draws some meaningful conclusions. In practice, public security services have been arranged by government, market and multi-center. But in the public security service, countries all over the world generally adopt the mode of government arrangement, especially in our country. With the increasingly serious criminal activities in our country, the social security situation deteriorated, people's sense of security declined, the government monopolized the operation of public security services will inevitably appear an effective supply shortage. To some extent, the emergence of security service companies broke the government monopoly on public security services. However, in our country, the security service is still monopolized by the public security organs, and there is no incentive of market competition. So China's security services have not really used the full market. Community policing is a multi-center institutional arrangement, which is more effective in improving the effective supply of community public security services. Community policing can effectively improve public security services.
