关于当前公安队伍正规化建设的思考

【摘要】： 在全部公安工作中，队伍建设是根本也是保证。大力加强公安队伍正规化建设，是打造一支革命化、正规化的公安队伍的本质要求，是保持公安机关性质、本色和作风，切实履行和承担政治和社会责任的重要保证。高度重视公安队伍正规化建设，是我们党和公安机关的一贯要求，也是公安机关的优良传统和宝贵经验。新世纪新阶段，随着社会主义市场经济不断发展，社会稳定和治安形势也发生了变化，公安机关的组织结构更加复杂，工作科技含量日趋增大，专业分工更为明确，对正规化建设提出了更为紧迫的要求和更高的标准。党中央审时度势，提出了构建社会主义和谐社会这一战略任务，本文从构建社会主义和谐社会的高度出发，通过研究公安队伍在社会主义现代化建设与构建和谐社会进程中的职责定位，分析了公安队伍建设存在的种种非正规现象，指出了公安队伍正规化建设的必要性与紧迫性，并结合行政管理学的相关理论，，抓住公安队伍正规化建设的精髓，论述了当前公安队伍正规化建设的必要性和正规化建设的内容与方法，指出公安队伍正规化建设的重点是“四统一、五规范”，为建设一支具备维护国家安全能力、驾驭社会治安局势能力、处置突发事件和为经济社会发展服务的能力的公安队伍提供理论支持，使公安队伍成为和谐中国的促进者、维护者、保障者。
[Abstract]:In the whole public security work, the troop construction is the fundamental also is the guarantee. To strengthen the regularization of the public security contingent is the essential requirement of creating a revolutionized and regular public security contingent, and an important guarantee to maintain the nature, nature and style of the public security organs, and to carry out and shoulder the political and social responsibilities. To attach great importance to the regularization of the public security ranks is the consistent requirement of our Party and public security organs, and is also the fine tradition and valuable experience of the public security organs. At the new stage of the new century, with the continuous development of the socialist market economy, social stability and the situation of public security have also changed. The organizational structure of the public security organs has become more complex, the scientific and technological content of work is increasing day by day, and the professional division of labor has become clearer. More urgent requirements and higher standards have been put forward for regularization construction. The CPC Central Committee has judged the situation and put forward the strategic task of building a socialist harmonious society. This paper starts from the height of constructing a socialist harmonious society. By studying the duty orientation of the public security forces in the process of socialist modernization and building a harmonious society, this paper analyzes on the various informal phenomena existing in the construction of the public security forces, and points out the necessity and urgency of the regularization construction of the public security forces. Combined with the relevant theories of administrative management, this paper grasps the essence of the regularization construction of the public security contingent, and discusses the necessity, contents and methods of the regularization construction of the public security contingent at present. It is pointed out that the focal point of the regularization construction of the public security team is "four unification, five norms", in order to build a group with the ability to maintain national security and control the public security situation. In order to make the public security team become the promoters, defenders and guarantors of harmonious China, the public security forces who deal with emergencies and serve the development of economy and society provide theoretical support.
