公安高等院校刑事技术教学现状与分析

【摘要】: 刑事技术是刑事侦查工作中所应用的各种技术手段和方法的总称,分为痕迹检验、刑事影像技术、文件检验、法医、刑事化验等不同的专业方向。它贯穿于整个刑事诉讼活动中,是发现犯罪和打击犯罪的重要手段。随着社会的发展和科技的进步,犯罪分子作案智能化的特点越来越明显,刑事犯罪将进一步向暴力性、有组织性和智能性的趋势发展。适应犯罪变化的新形势,有效的遏制和打击犯罪,刑事技术工作的科技含量必将随之大幅度提高。刑事技术方法的日新月异,增强了侦查破案的科技含量,为许多疑难案件的侦破提供了科学依据。 刑事技术专业教学伴随着刑事技术工作的发展和公安高等院校的建立而产生,二十余年来已为公安机关培养了许多刑事技术专门人才,,在刑事案件的侦破中发挥了巨大作用,对维护社会的稳定和人民生活的安定起到了举足轻重的作用。适应社会发展的需要,不断改革刑事技术专业的教学,是有效促进刑事技术工作,提高案件侦破水平的有力保障。 本文主要对与公安高等院校刑事技术专业教学相关的教学内容、教学方法、实验室建设、师资力量和教学评价方式五个因素作重点考察和分析,研究方法以文献综述为主,辅之以问卷调查、访谈和观察法。根据研究需要,笔者自行编制“公安高等院校刑事技术教学现状调查问卷”,在中国刑警学院、江苏警官学院和山东公安专科学校三所院校刑事技术专业的学生中发放问卷266份,回收有效问卷260份。 从目前公安高等院校刑事技术专业的教学状况来看,主要存在以下问题: 第一,教学内容方面。 表现为重专业教育,轻基础教育;专业课的教学内容部分交叉重叠,选修课面窄量小;教学内容与公安实际联系不够紧密,实践教学不足。 第二,教学方法方面。 由于公安院校教师普遍缺乏教育学和心理学方面的条件性知识;教学管理松散,缺乏竞争激励机制;现代教育技术缺乏有效的实施条件等原因。在教学中主要存在着教学方法单一,教学手段落后的问题。 第三,师资力量方面。 表现为师资力量薄弱。首先,专业教师所占比重小,且普遍缺乏公安实战经验;其次,教师的科研意识薄弱,学术水平不高。 第四,实验室建设方面。 由于教学投入不足,实验室建设不力。首先,实验设施不完善,设备陈旧落后;其次,实验教学附属于理论教学,实验课时少且没有保障;再次,实验人员缺编严重,队伍建设薄弱。 公安高等院校刑事技术教学现状与分析 第五,教学评价方面。 表现为考试方式单一,不能体现学科特点;教学质量评价有待进一步规范。 基于以上问题,笔者认为公安高等院校可以从以下几个方面着手加强刑事技 术专业教学: 1. 优化教学内容。 门)合理安排课程结构; (2)加强实践教学环节; (3)开展综合实验,提高实战能力。 2、加强师资队伍建设。 门)加强对在职教师的教育培训: (2)鼓励教师进行教学方法改革; (3)建立教师的下派锻炼制度。 3、建立完善的实验教学的配套措施。 门)建立合理的实验室体系; 门)建立高素质的实验队伍; (3)构建合理的实验教学体系。 4、改进教学评价方式。 门)考试形式多样化: 门)形成科学的教学质量评价方式。
[Abstract]:Criminal technology is the general name of various technical means and methods used in criminal investigation work. It is divided into different professional directions, such as trace inspection, criminal imaging technology, document inspection, forensic medicine and criminal assay. It is an important means to find crime and strike crime throughout the whole criminal procedure. With the development of society and science and technology With progress, the intellectualization of criminal offenders is becoming more and more obvious. Criminal offences will be further developed towards violence, organization and intelligence. To adapt to the new situation of the change of crime and to effectively curb and combat crime, the scientific and technological content of criminal technology will be greatly improved. The scientific and technological content of investigation and detection has provided a scientific basis for the detection of many difficult cases.
With the development of criminal technology and the establishment of public security institutions, the teaching of criminal technology has been developed for more than twenty years. Many criminal technical professionals have been trained for the public security organs. It plays a great role in the detection of criminal cases and plays an important role in maintaining social stability and the stability of people's lives. To adapt to the needs of social development and constantly reform the teaching of criminal technology specialty is a powerful guarantee for effectively promoting criminal technical work and improving the level of detection of cases.
This paper focuses on five factors related to the teaching content, teaching methods, laboratory construction, teachers' strength and teaching evaluation methods related to the teaching of criminal technology major in public security colleges and universities. The research methods are mainly literature review, supplemented by questionnaire survey, interview and observation. The questionnaire on the present situation of criminal technology teaching in an institution of higher learning, 266 questionnaires were issued among the students of the three colleges of criminal technology in China Criminal Police Academy, Jiangsu Police Institute and the Shandong Police College, and 260 valid questionnaires were recovered.
From the current teaching situation of Criminal Technology Specialty in public security colleges and universities, there are the following problems:
First, the content of teaching.
It is characterized by heavy professional education and light basic education; the teaching content of professional courses overlaps and overlaps, the scope of elective course is narrow and narrow; the teaching content is not closely connected with the actual public security, and the practice teaching is insufficient.
Second, teaching methods.
Because the teachers of Public Security Colleges and universities generally lack the conditioned knowledge of pedagogy and psychology, the loose teaching management, the lack of competitive incentive mechanism and the lack of effective implementation conditions of modern educational technology are the main problems in the teaching method and the backwardness of teaching methods.
Third, teacher strength.
The performance of teachers is weak. First, the proportion of professional teachers is small, and there is a general lack of practical experience of the public security. Secondly, the teachers' scientific research consciousness is weak and the academic level is not high.
Fourth, laboratory construction.
Because of the lack of teaching input, the laboratory construction is poor. First, the experimental facilities are imperfect and the equipment is outmoded. Secondly, the experimental teaching is attached to the theory teaching, the experimental class is less and not guaranteed; again, the laboratory personnel lack the editing and the team construction is weak.
Current situation and analysis of criminal technology teaching in public security colleges and Universities
Fifth, teaching evaluation.
It is shown that the examination method is single and can not reflect the characteristics of the subject. The evaluation of teaching quality needs further standardization.
Based on the above problems, the author believes that public security colleges and universities can strengthen criminal skills from the following aspects.
Professional teaching:
1. optimize the content of teaching.
The course structure is arranged properly.
(2) strengthen the practice teaching link;
(3) carry out comprehensive experiments to improve the ability of actual combat.
2, strengthen the construction of the teaching staff.
Strengthening the education and training of in-service teachers:
(2) teachers should be encouraged to carry out the reform of teaching methods;
(3) establish the training system for teachers.
3, set up a complete set of measures for experimental teaching.
The establishment of a reasonable laboratory system;
The establishment of a high quality experimental team;
(3) to construct a reasonable experimental teaching system.
4, improve the way of teaching evaluation.
The form of the exam is diversified:
It forms a scientific teaching quality evaluation method.
