基于项目生命周期理论的温州公安IT项目管理研究

【摘要】:应该说,公安机关对科技项目管理已经有所认识并正在进行实践。温州市公安局于2003年成立了科技管理部门,主要负责全局科技项目的立项、实施、跟踪监督、验收、档案管理,出台了科技项目管理办法,初步制定了科技强警发展规划、建立了项目专家论证和验收制度。但在科技项目管理工作中经常会遇到一些问题而无法解决,产生一些困惑而无法用理论来解释。虽然目前公安的信息化建设一浪高过一浪,投入的经费也在逐年增加,但建设过程存在诸多突出的问题,使得很多项目实施质量达不到预期的要求,很多项目的实施不能按期完成,很多项目的实施费用超出预算等。这些问题如找不到解决之道,,公安机关的信息化建设将无法健康发展。 本文以现代项目管理之项目生命周期理论为基础,简单介绍了项目管理理论的几个重要概念和项目生命周期的5个阶段,并结合笔者在公安科技管理工作实践,借鉴上海、南京等公安在科技项目管理的成功经验,根据公安IT项目的特点,就如何更好的开展公安科技项目管理提出自己的一些认识,以期对公安IT项目能保质保量的顺利建设与实施起到一定的促进作用。首先,笔者认为增强科技项目建设的规划性、计划性,坚持“规划先导”,是做好科技项目管理工作的必要条件。其次,创新项目管理方法,建立完整的科技管理组织机构、完善各项工作机制是科技项目建设的基础和保障;领导的科技意识、科技人才资源和全警的科技素质是科技项目建设的决定性因素;搭建网上管理平台是实现科技项目管理工作信息化、规范化的前提与保证。再次,建立完善公安科技项目管理办法,引入IT项目跟踪与监理机制,建立项目风险评估制度,并加强对项目沟通管理和推广应用的力度,强化项目的验收与效益评估,确保IT项目建设与实施工作能够在既定的范围、成本和时间内完成。笔者又以温州市局牵头建设的“派出所综合信息系统”为例,将上述观点以实例的形式进行说明,进一步论证笔者观点的可行性和可操作性。 最后,在结论部分提出了本论文存在的局限和有待进一步研究的问题。
[Abstract]:It should be said that the public security organs to science and technology project management has been known and is in practice. The Wenzhou Public Security Bureau set up a science and technology management department in 2003, which is mainly responsible for the establishment, implementation, tracking, supervision, acceptance and file management of overall scientific and technological projects, and has issued measures for the management of scientific and technological projects, and has preliminarily drawn up a plan for the development of strong science and technology police. The system of project expert argumentation and acceptance was established. However, in the work of science and technology project management, there are often some problems that can not be solved, and some puzzles can not be explained by theory. Although the information construction of public security is rising and the investment is increasing year by year, there are many outstanding problems in the construction process, which make the implementation quality of many projects fail to meet the expected requirements. Many projects can not be completed on schedule, and many projects cost more than budgeted. If these problems can not be solved, the information construction of public security organs will not develop healthily. Based on the project life cycle theory of modern project management, this paper briefly introduces several important concepts of project management theory and five stages of project life cycle. Based on the successful experience of scientific and technological project management in Nanjing and other public security departments, and according to the characteristics of the public security IT project, the author puts forward his own understanding on how to better carry out the management of public security science and technology project. The aim is to promote the construction and implementation of IT project. First of all, the author thinks that strengthening the planning and planning of science and technology project construction and insisting on "planning forerunner" are the necessary conditions to do well the science and technology project management work. Secondly, it is the foundation and guarantee of the construction of science and technology project to innovate the project management method, establish the complete organization of science and technology management, perfect all kinds of work mechanism, and lead the scientific and technological consciousness, The scientific and technological talent resources and the scientific and technological quality of the whole police are the decisive factors in the construction of scientific and technological projects, and the establishment of an online management platform is the prerequisite and guarantee for realizing the informationization and standardization of the scientific and technological project management. Thirdly, establish and perfect the management method of public security science and technology project, introduce IT project tracking and supervision mechanism, establish project risk assessment system, and strengthen the project communication management and promotion and application, strengthen the acceptance and benefit evaluation of the project. Ensure IT project construction and implementation are completed within established scope, cost and time. Taking the "Police Station Comprehensive Information system" as an example, the author further demonstrates the feasibility and maneuverability of the author's viewpoint by way of an example. Finally, in the conclusion part, the limitations of this paper and the problems to be further studied are put forward.
