中国传统文化视野下的当代警察文化建设

【摘要】： 党的十六大将文化建设与经济建设、政治建设摆在同等重要的地位，把发展社会主义先进文化与发展社会主义市场经济和社会主义民主政治共同纳入全面建设小康社会的系统工程，这是对马克思主义理论的重大创新与发展。江泽民同志“三个代表”重要思想，把始终代表先进文化的前进方向作为新时期党的建设的重要内容之一。公安机关大力加强警察文化建设，充分发挥警察文化在队伍建设中的重要作用，就是贯彻落实十六大精神和“三个代表”重要思想的具体体现，对于我们建一流警察队伍，创一流警察工作，具有重要和深远的意义。博大精深的中国传统文化(本文论及的中国传统文化主要是指“五·四”新文化运动之前的传统文化)是中华民族历代先人集体智慧的结晶，是世界人类文明的一座丰碑。中国传统文化积淀着强烈的国家观念、浓郁的爱国思想和卓越的人格精神，不仅使中国在沧海桑田的历史巨变中保持了华夏文明的庚续演进，而且在现代社会仍具借鉴作用，对当代警察文化建设工作来说更是如此。在新时代新阶段，进行警察文化建设也不能脱离传统文化的浸染和渗透，需要批判的借鉴传统文化中的精华因素，坚决抵制民族虚无主义者的论调，建设有鲜明中国特色的警察文化。本文整理、运用了一些古籍史料，借鉴前辈们的研究成果，进一步研究、挖掘祖国文化遗产，继承和发扬民族的传统文化，力图在中华文明浩瀚的文化海洋中总结整理出一些对当代警察文化建设有所裨益的因素，并进行一些较为深入的论述。本文除引言和结语之外，正文共分为三个部分，共计三万余字。引言部分，简要介绍了警察文化建设的时代背景，点明了当前文化建设的误区，要求将目光和重点转移到中国优秀传统文化上来。从具体内容上界定了本文的写作范围，并说明了本文的写作目的。第一部分，重点论述了中国传统文化的内涵、表象及其现实意义。首先，笔者对文化、中国传统文化和警察文化进行了层层深入地概念分析。先从文化的概念入手，并从历史唯物主义的观点出发，从精神文化、制度文化、物质文化三方面对文化的概念进行理解和把握，进而阐述了中国传统文化的内涵，，然后，引出了本文所要探讨的主题——警察文化的概念；其次，笔者探讨了中国传统文化的表象。通过仁、礼、忠、信、义、智、勇等中国传统文化的各种表象对中国传统文化进行解构和诠释；最后，对中国传统文化的现实意义进行了概括性地论述，提出将弘扬中国传统文化与警察这一特殊职业的文化建设紧密结合起来。第二部分，主要是对当代警察文化建设进行了解读。在本部分，笔者先对警察文化进行了详细的解析，介绍了我国警察文化研究的历史概况，探讨了警察文化的内容结构、特征和功能；然后，对警察文化建设进行了全面的论述，包括：警察文化的建设的内容，加强警察文化建设的意义，当前警察文化建设应注意的几个问题，加强警察文化建设的常规途径。第三部分，这是本文最重要的部分，论说的是中国传统文化对当代警察文化建设的滋养与实现，即当代警察文化对中国传统文化的依存性，以及在当代警察文化建设中如何继承和发展优秀传统文化的问题。在本部分，笔者先从传承中国传统文化内涵的警察职业开始探讨，并以相关调查数据佐证；然后，进一步论述了中国传统文化在警察文化建设中的规范作用、激励作用、凝聚作用、教化作用、传承作用和美育作用；最后，重点论说了中国传统文化对当代警察文化建设的滋养与实现，这是本文的重中之重，包括中国传统文化对警察精神文化建设，警察制度文化建设和警察物质文化建设三方面的滋养与实现。文章的最后是结束语部分，从总结历史和实践的角度，提出当前文化强国、强警的世界潮流，得出了建设具有中国特色的警察文化的结论。
[Abstract]:The party's sixteen major cultural construction is on the same important position as economic construction and political construction. It is a major innovation and development of Marx doctrine that the development of socialist advanced culture and the development of socialist market economy and socialist democratic politics are integrated into the systematic project of building a well-off society in an all-round way. This is a major innovation and development of Jiang Zemin's theory. The important thought of "Three Represents" is to take the direction of advancing the advanced culture as one of the important contents of the construction of the party in the new period. The public security organs strengthen the construction of police culture and give full play to the important role of the police culture in the construction of the team, which is the implementation of the important ideas of the sixteen spirit and the "Three Representatives". It is of great significance for us to build a first-class police force and create a first-class police work.
The profound Chinese traditional culture (the Chinese traditional culture discussed in this article mainly refers to the traditional culture before the "May 4th" new cultural movement) is the crystallization of the collective wisdom of the ancestors of the Chinese nation. It is a monument to the human civilization of the world. The Chinese traditional culture has accumulated strong national ideas, rich patriotic thoughts and excellent ideas. The spirit of personality not only keeps China in the great change of the history of the vicissitudes of life, but still has a reference function in modern society, and is more so for the construction of contemporary police culture. In the new era, the construction of police culture can not be separated from the traditional culture, and it needs to be criticized. To draw lessons from the essence of the traditional culture, resolutely resist the argument of the nihilism of the nation and build a police culture with distinctive Chinese characteristics. This article collated, used some ancient books and historical materials, learned from the achievements of the predecessors, further studied, excavated the cultural heritage of the motherland, followed and carried forward the traditional culture of the nation, and tried to be in the Chinese civilization. In his cultural sea, he summed up some factors that would benefit the construction of contemporary police culture and made some in-depth discussions.
In addition to the introduction and conclusion, the text is divided into three parts, totaling 30000 words.
In the introduction part, it briefly introduces the background of police culture construction, points out the misunderstandings of the current cultural construction, and demands that the eyes and focus be transferred to the Chinese excellent traditional culture. The scope of this article is determined from the specific content, and the purpose of this article is explained.
The first part focuses on the connotation, appearance and practical significance of Chinese traditional culture. First, the author makes an in-depth analysis of culture, Chinese traditional culture and police culture, starting with the concept of culture, and starting from the viewpoint of historical materialism, from three aspects of spiritual culture, institutional culture and material culture. The concept is understood and grasped, and then the connotation of Chinese traditional culture is expounded. Then, the theme of this article is the concept of police culture. Secondly, the author discusses the image of Chinese traditional culture. The Chinese traditional culture is solved by various images of Chinese traditional culture, such as benevolence, rite, loyalty, faith, righteousness, wisdom and courage. In the end, the practical significance of Chinese traditional culture is discussed briefly, and the cultural construction of carrying forward the Chinese traditional culture and the special occupation of the police is closely combined.
The second part is mainly to interpret the construction of the contemporary police culture. In this part, the author first analyzes the police culture in detail, introduces the history of the research on police culture in China, discusses the content structure, features and functions of police culture, and then makes a comprehensive discussion on police culture construction, including the police. The contents of cultural construction, the significance of strengthening the construction of police culture, several problems that should be paid attention to in the construction of police culture, and the regular ways to strengthen the construction of police culture.
The third part, which is the most important part of this article, is about the nourishment and Realization of Chinese traditional culture on the construction of contemporary police culture, that is, the dependence of contemporary police culture on Chinese traditional culture, and how to inherit and develop excellent traditional culture in the construction of contemporary police culture. In this part, the author first inherits China. The police occupation of the traditional cultural connotation has been discussed and verified with relevant survey data. Then, the Chinese traditional culture is further discussed in the standard function, incentive effect, agglomeration, teaching, inheritance and aesthetic education in the construction of police culture. Finally, the Chinese traditional culture is emphasized on the construction of contemporary police culture. The nourishment and Realization of this article is the most important part of this article, including the nourishment and Realization of the three aspects of the Chinese traditional culture on the construction of the police spirit and culture, the construction of police system culture and the construction of the material and culture of the police.
The last part of the article is the concluding part of the article. From the point of view of history and practice, the world trend of the current cultural power and the strong police is put forward, and the conclusion of the construction of police culture with Chinese characteristics is drawn.
