市场经济条件下的公安人口管理模式研究

【摘要】：人口管理是我国公安机关治安管理中的基础性工作,也是我国政府管理社会运行的基础性行政工作。当前公安人口管理处于一个新旧转型的社会环境之中,面临着新时代的挑战和旧体制遗留困境的双重压力。为适应市场经济体制,改革公安人口管理模式,应从以下方面着手:一是下放权力,分解公安人口管理,形成多头式管理;二是针对公安机关现实斗争,强化专项管理,建立违法犯罪人口信息库;三是转变管理手段,强化法制建设。
[Abstract]:Population management is the basic work in the public security management of public security organs in our country, and it is also the basic administrative work for our government to manage the social operation. At present, the management of public security population is in a new and old social environment, facing the double pressure of the challenge of the new era and the dilemma left by the old system. In order to adapt to the market economy system and reform the management mode of public security population, we should proceed from the following aspects: first, devolve the power, decompose the public security population management, form multi-head management; second, strengthen the special management in the light of the actual struggle of the public security organs. The third is to change the management means and strengthen the legal system construction.
