试论我国城乡经济统筹发展中的户籍管理制度改革

【摘要】：统筹城乡发展,加快推进城乡一体化,对现有的户籍管理制度产生了极大的冲击,改革户籍管理制度势在必行。由于各种复杂的原因,我国目前的户籍管理制度还带有浓重的计划经济色彩,户籍管理存在诸多失控漏管和服务不到位的问题,可以说,目前的户籍管理制度和现状不适应经济社会发展的要求,不符合广大人民群众的意愿,客观上阻碍了城乡经济发展的进程。要落实党的十六大以来提出的统筹城乡经济发展的方针,打破城乡二元结构,必须确定户籍管理制度改革的基本目标与方向,具体的改革原则应该落实在“渐进”和“配套”两个方面,从户籍制度背后的系统社会管理制度着手进行改革制度,并建立相应的管理机制。

Because of various complicated reasons, the current household registration management system in our country also has a strong planned economy color. There are many problems in the household registration management that are out of control and the service is not in place. It can be said that The current household registration management system and present situation do not meet the requirements of economic and social development, do not meet the wishes of the broad masses of the people, and objectively hinder the process of urban and rural economic development. In order to implement the policy of coordinating urban and rural economic development put forward since the 16th National Congress of the Party, and to break the dual structure of urban and rural areas, it is necessary to determine the basic objectives and direction of the reform of the household registration management system. The concrete reform principle should be carried out in the two aspects of "gradual" and "matching", the reform system should be carried out from the system social management system behind the household registration system, and the corresponding management mechanism should be established.
