城效地区“飞车”抢夺案件的成因及其防治对策

【摘要】：正 “飞车”抢夺是指犯罪嫌疑人以非法占 有为目的,以摩托车为主要作案工具,乘路 人不备而实施公开抢夺财物的刑事犯罪行为。近年来,以流动性大、突发性强、发案率高为特点的“飞车”抢夺案件,在城郊地区呈现出上升的趋势,已对城郊地区居民的生命财产安全构成了较为严重的威胁。以上海城郊某区为例,2000年该区“飞车”抢夺案件立案31起;2001年立案114起,比2000年上升258.1％。2002年1-6月上海19个行政区中,城郊部4个区抢夺案件发案数,占全市抢夺案件发案总数的49.5％,其中“飞车”抢夺案件居多。因此,加强对城郊地区“飞车”抢夺犯罪的成因及其打防对策的研究,在当前具有积极的现实意义。
[Abstract]:The "flying car" snatch refers to the criminal act of the criminal suspect taking illegal possession as the purpose, taking the motorcycle as the main crime tool and taking the road person unprepared to carry out the criminal act of openly robbing the property. In recent years, the case of "flying car" snatching, which is characterized by high mobility, sudden occurrence and high incidence rate, has shown a rising trend in suburban areas, which has posed a serious threat to the safety of residents' lives and property in suburban areas. Taking a certain district in the suburbs of Shanghai as an example, in 2000 there were 31 cases of "flying cars" snatching cases, and 114 cases were filed in 2001, an increase of 258.1% of the 19 administrative districts in Shanghai from January to June 2002, and the number of cases of snatching of 4 districts in the suburbs of Shanghai from January to June 2002. It accounts for 49.5% of the total number of robberies in the city. Therefore, it is of positive practical significance to strengthen the research on the causes and countermeasures of the crime of "flying car" snatching in suburban areas.
