基层公安机关处置群体性事件的物质手段研究

【摘要】：现阶段我国社会发展的各种关系虽然基本协调，政治基本稳定，但人民内部各种关系和矛盾却出现了诸多我们值得警觉的问题，其中最不容忽视的问题就是突发性群体事件的出现。要有效预防和处置各类群体性事件,在当下具有十分重要的意义。而公安机关是群体性事件处置、维护社会稳定的专门力量,更应高度重视群体事件的发生及处置,从而不断提高依法、妥善处置的能力,确保职能作用的充分发挥。群体性事件频发的基层地区，基层公安如何应对群体性事件显得更为重要，对处置群体性事件的物质手段也提出了很高的要求，本文深入基层公安机关，以甘肃省临洮县公安局为主要研究对象，搜集、分析真实数据和资料，从警力、警备两方面研究地方基层公安的物质手段的匮乏与不足，通过多起实发案例总结不足，突出一些改进的意见和具体方法。全文由引论、正文两部分构成。引论部分主要概述当前关于基层公安机关应对群体性事件研究的现状和不足，对本文的写作思路作了总体性描述，提出本文拟解决的主要问题及研究的意义和价值。这是本文写作的重要基础。正文部分由四章组成。第一章主要是对群体性事件的定义、特点、产生原因等进行分析。首先通过对群体性事件的全面、重点的分析，，对当下频发的群体性事件有一个较为深刻和全面的了解。第二章论述公安机关在群体性事件当中应有的地位和应发挥的作用，消除对公安机关的认识误区，明确自身定位和职责，强调公安机关的重要性和不可替代的地位。第三章通过对基层公安机关的调查研究，以甘肃省临洮县公安局为例，通过真实数据分析当前基层公安机关物质手段的不足以及存在的问题。第四章重点强调增强物质手段的一些建议，主要从警力、警备两方面来阐述。
[Abstract]:At this stage, although the various relations of social development in our country are basically coordinated and politically basically stable, there are many problems that we should be aware of among the various relations and contradictions among the people. One of the most important problems is the emergence of sudden group events. It is of great significance to prevent and deal with all kinds of group incidents. The public security organ is the special force to maintain the social stability, and should attach great importance to the occurrence and disposal of the group incident, so as to improve the ability of handling according to the law and to ensure the full play of the function. In the grass-roots areas where mass incidents occur frequently, it is more important for grass-roots public security officers to deal with group incidents, and the material means to deal with group incidents are also put forward. This paper goes deep into the grass-roots public security organs. Taking the Lintao County Public Security Bureau of Gansu Province as the main research object, collecting and analyzing the real data and materials, studying the scarcity and insufficiency of the material means of the local grass-roots public security from two aspects of the police force and the police, and summarizing the insufficiency through many actual cases. Highlight some suggestions and specific methods for improvement. The full text is composed of two parts: introduction and text. The introduction part mainly summarizes the present situation and the insufficiency of the research on the grass-roots public security organs' response to mass incidents, makes a general description of the writing ideas of this article, and puts forward the main problems to be solved in this paper and the significance and value of the research. This is the important foundation of this paper. The body is composed of four chapters. The first chapter mainly analyzes the definition, characteristics and causes of group events. First of all, through the comprehensive and important analysis of group events, there is a deep and comprehensive understanding of the frequent group events. The second chapter discusses the position and role of public security organs in mass incidents, eliminates the misunderstanding of public security organs, clarifies their own position and duties, and emphasizes the importance and irreplaceable position of public security organs. The third chapter through the investigation and study of the grass-roots public security organs, taking Lintao County Public Security Bureau of Gansu Province as an example, through the real data analysis of the current grass-roots public security organs lack of material means and existing problems. The fourth chapter emphasizes some suggestions to enhance material means, mainly from the police force, police two aspects to elaborate.
