警务信息化工作机制研究

【摘要】： 本文通过分析警务信息化的内涵和外延,剖析其发展过程中成功与失败的经验教训,找出制约警务信息化发展的主要矛盾—工作机制问题。在此基础上,把警务信息化工作机制拿到信息时代的大背景下予以研究,进一步找出信息时代警务工作机制的特点和规律,以及现行警务工作机制的主要问题,并在信息共享机制、经费保障机制、人才战略机制、流程与机构重组、法律法规、公共服务、信息安全等方面提出了改进警务信息化工作机制的具体对策。相信本文研究成果将对我国特别是经济欠发达地区的警务信息化工作具有一定的借鉴意义。
[Abstract]:Through analyzing the connotation and extension of police information, this paper analyzes the experience and lessons of success and failure in the process of its development, and finds out the main contradiction that restricts the development of police information, that is, the problem of working mechanism. On this basis, the working mechanism of police information is studied under the background of the information age, and the characteristics and laws of the police work mechanism in the information age are found out, as well as the main problems of the current police work mechanism. It also puts forward the concrete countermeasures to improve the working mechanism of police informatization in the aspects of information sharing mechanism, fund guarantee mechanism, talent strategy mechanism, process and organization reorganization, laws and regulations, public service, information security and so on. It is believed that the research results of this paper will be useful for the information work of police service in our country, especially in the underdeveloped areas.
