温州警力资源的开发与管理

【摘要】:警力作为人力资源的组成部分,是指警察对社会治安的综合控制力,它是警察发挥自身系统力量和争取发动外部各种力量,维护国家安全和社会秩序稳定的能力的总和。警力又是公安机关得以正常运转的决定性因素,它不仅关系公安机关的可持续发展,更关系到国家的长治久安和人民群众的安居乐业。 本文以温州警力资源基本情况和现状为切入点,深入剖析了警力资源开发管理中的问题和不足,提出了通过科学管理,,以达到警力资源的有效开发和利用。文章指出,当前温州警力不足的问题中,不仅包含了数量上的不足,更重要的还内涵了素质上的不足,体制、机制、管理、理念上的不足,种种不足,才够成了警力紧张问题的整体。作者在简要介绍必要理论的前提下,查找分析了目前温州警力资源现状及开发管理中存在的问题,针对现状提出了一些解决问题的对策。 全文共分四大部分:第一部分简要介绍了警力资源的概念以及温州警力资源的现状。第二部分分析了温州警力资源开发与管理方面存在的问题,如人力资源管理的意识淡薄,人力资源的获取与准备不充分,人力资源的管理与开发不足等等。第三部分介绍了国内外一些地方改革警力,提高公安机关对社会治安控制力的先进举措。第四部分针对上述问题,提出了警力资源开发与管理方面的对策:如以优化警力资源配置为切入点,提高警力资源的使用效益;树立“人力资源是第一资源”的观念,注重人的潜能开发;以强基固本为手段,向教育培训要警力;以“内部顾客理念导向”为支撑,改进公安队伍管理激励措施等等。
[Abstract]:As a component of human resources, police force refers to the comprehensive control of public security by the police. It is the sum total of the ability of the police to exert their own system strength and strive to mobilize various external forces to maintain national security and social order stability. The police force is the decisive factor for the normal operation of the public security organs. It is not only related to the sustainable development of the public security organs, but also to the long-term stability of the country and the people's living and working in peace and contentment. Based on the basic situation and present situation of police resources in Wenzhou, this paper deeply analyzes the problems and deficiencies in the development and management of police resources, and puts forward that the effective development and utilization of police resources can be achieved through scientific management. The article points out that in the current problem of insufficient police force in Wenzhou, it not only contains the shortage in quantity, but also contains the deficiency in quality, system, mechanism, management, concept, and all sorts of deficiencies. That is enough to form the whole problem of police tension. Based on a brief introduction of the necessary theory, the author finds and analyzes the present situation of police resources in Wenzhou and the problems existing in the development and management, and puts forward some countermeasures to solve the problems in the light of the present situation. The paper is divided into four parts: the first part briefly introduces the concept of police resources and Wenzhou police resources. The second part analyzes the problems existing in the development and management of police resources in Wenzhou, such as weak awareness of human resources management, inadequate acquisition and preparation of human resources, inadequate management and development of human resources, and so on. The third part introduces some advanced measures to reform the police force and improve the control power of the public security organs at home and abroad. The fourth part aims at the above question, proposed the police force resources development and the management aspect countermeasure: for example, optimizes the police force resources disposition as the breakthrough point, enhances the police force resources use benefit; We should set up the idea that "human resources are the first resource", pay attention to the development of human potential, take the strong foundation as the means, ask for the police force from the education and training, and improve the management and incentive measures of the public security team with the support of the "internal customer concept orientation".
