云南边境地区农村消防组织管理问题研究

【摘要】：2006年2月21日,中共中央、国务院发出了《关于推进社会主义新农村建设的若干意见》,明确提出了要注重村庄安全建设,加强农村消防工作。研究云南边境地区农村消防工作,作为研究全国农村消防工作的重要组成部分,有着相当大的现实意义。在新时期新形势下,要始终坚持以科学发展观为指导,扎实推进云南边境地区农村消防工作社会化进程,全面做好边境民族聚居区域的社会消防安全工作,有效遏制云南边境地区农村火灾多发的势头。要根据边境民族地区农村消防工作实际,深入贯彻落实中央1号文件精神,全面落实县政府、乡镇政府、村民委员会消防安全责任制,坚持“谁主管、谁负责”、“谁负责、谁保障”、“谁保障、谁受益”的基本原则,通过对各级政府的协调,对云南边境地区农村消防工作的保障投入与组织领导工作应努力加强,制定的消防工作责任体系要符合云南边境地区农村的实际情况,消防安全措施与制度需要层层完善,云南边境地区农村火灾防控新体系需要被切实高效的完善,确保云南边境地区农村平安,确保民生。云南边境地区农村地处“老、少、边、穷、山”地域,分布面积广,农村面积大,农村火灾防控形势异常严峻。多年来,相关部门一直非常重视边境民族农村火灾防控工作。本文结合云南边境地区农村的地域特征,立足于云南边境地区农村地区的农村消防安全调查,从云南边境地区农村消防工作的现状分析入手,试图探索云南边境地区农村消防工作的新举措,从而探究云南边境地区农村消防工作的新方向、新动态,谱写云南边境地区农村消防工作的新篇章。
[Abstract]:On February 21, 2006, the CPC Central Committee and the State Council issued some opinions on promoting the construction of a new socialist countryside, and clearly put forward that we should pay attention to the construction of village safety and strengthen the work of fire control in rural areas. It is of great practical significance to study the rural fire fighting work in the border areas of Yunnan as an important part of the national rural fire fighting work. In the new era and new situation, we should always adhere to the scientific development concept as the guide, firmly promote the socialization process of fire fighting work in the border areas of Yunnan Province, and do a good job in the social fire safety work in the border areas inhabited by ethnic groups in an all-round way. Effectively curb the Yunnan border areas rural fire-prone momentum. In accordance with the actual situation of fire control work in rural areas in border ethnic areas, we should thoroughly implement the spirit of the No. 1 document of the Central Committee, fully implement the fire safety responsibility system of county governments, township governments, and villagers' committees, and insist on "who is in charge and who is responsible" and "who is responsible," The basic principles of "who guarantees, who benefits" should be strengthened through coordination with governments at all levels, ensuring investment in rural fire fighting work in the border areas of Yunnan and organizing and leading work. The system of responsibility for fire prevention and control should be in line with the actual situation in the rural areas of Yunnan border areas, fire safety measures and systems should be improved layer by layer, and the new fire prevention and control system in the rural areas of Yunnan border areas should be effectively and efficiently perfected. To ensure the security of the border areas of Yunnan rural areas, to ensure people's livelihood. The border area of Yunnan Province is located in the "old, small, marginal, poor, mountain" region, with a wide distribution area and a large rural area. The situation of fire prevention and control in rural areas is extremely severe. Over the years, the relevant departments have been attached great importance to border ethnic rural fire prevention and control work. Based on the rural fire safety investigation in the border areas of Yunnan, this paper analyzes the present situation of the fire fighting work in the border areas of Yunnan Province, based on the regional characteristics of the rural areas in the border areas of Yunnan Province. This paper attempts to explore the new measures of the rural fire control work in the border areas of Yunnan in order to probe into the new direction and new trends of the rural fire control work in the border areas of Yunnan Province and to write a new chapter of the rural fire fighting work in the border areas of Yunnan Province.
