新时期陕西公安人力资源开发与管理研究

【摘要】: 公安人力资源开发与管理研究是近年来我国理论界与政治实践中提出的重大课题。本文依据西方先进的人力资源开发与管理的新理论,结合我国社会转型、加入世贸和西部大开发的新时期公安工作的新特点,对陕西公安人力资源开发与管理工作进行了探讨研究,提出了以人为本的陕西公安人力资源开发与管理的新理念和新模式,为陕西公安人力资源开发与管理提出了相关的政策建议。 陕西公安人力资源开发与管理课题涉及多学科知识,具有跨学科性质。本文在写作中运用了政治学、行政学、公安学、法学、管理学、组织行为学、公共经济学和公共政策学等相关理论知识,,以便对问题做出系统的综合的分析,力求论述深入、充分和彻底。 本文分为三个部分,沿着提出问题——分析问题——解决问题这一逻辑思路展开论述。第一部分阐明了新时期研究陕西公安人力资源开发与管理的意义,对陕西公安人力资源开发与管理的概念进行了界定分析;第二部分对新时期陕西公安人力资源开发与管理的现状进行了剖析,侧重说明了现存的问题、有害后果及其根源;第三部分提出并论证了陕西公安人力资源开发与管理树立以人为本的新理念,建构民警自我管理、自我教育、自我约束的新模式,建设现代陕西公安队伍。
[Abstract]:The research on the development and management of public security human resources is an important subject put forward in the theory and political practice of our country in recent years. According to the new theory of western advanced human resources development and management, combined with the social transformation of our country, the new characteristics of public security work in the new period of China's entry into the WTO and the great development of the western region, This paper discusses and studies the development and management of Shaanxi public security human resources, and puts forward a new concept and mode of human-oriented development and management of Shaanxi public security human resources. For Shaanxi public security human resources development and management put forward relevant policy recommendations. Shaanxi public security human resource development and management subject involves multi-disciplinary knowledge, with interdisciplinary nature. In this paper, political science, administration, public security, law, management, organizational behavior, public economics, public policy and other relevant theoretical knowledge are used in order to make a systematic and comprehensive analysis of the problems, and strive to discuss in-depth. Full and thorough. This paper is divided into three parts, along with the logical thinking of problem-analysis-problem-solving. The first part clarifies the significance of studying the development and management of Shaanxi public security human resources in the new period, and defines and analyzes the concept of the development and management of Shaanxi public security human resources. The second part analyzes the present situation of the exploitation and management of Shaanxi public security human resources in the new period, focusing on the existing problems, harmful consequences and their roots; The third part puts forward and demonstrates the new idea of people-oriented in the development and management of Shaanxi public security human resources, constructs the new mode of police self-management, self-education and self-restraint, and constructs the modern Shaanxi public security force.
