基层公安机关实行“侦勘合一”改革的理性思考

【摘要】：随着犯罪形势的不断变化,证据意识的加强,现场勘验在刑事侦查中的地位也不断提高。但是目前的刑事技术部门特别是基层公安机关存在着任务重、人员数量紧缺等问题,严重制约着现场勘验水平的提高。基层公安机关“侦勘合一”改革构想的提出,为解决基层公安机关现场勘验工作中存在的问题,提高侦查人员综合素质及办案质量提供了途径和理论基础。
[Abstract]:With the continuous change of the criminal situation and the strengthening of the consciousness of evidence, the position of on-the-spot investigation in criminal investigation is also improving. However, the current criminal technical departments, especially the grass-roots public security organs, have some problems, such as heavy tasks, shortage of personnel and so on, which seriously restrict the improvement of the level of on-site inspection. The idea of "the unity of investigation and exploration" in grass-roots public security organs is put forward, which provides a way and theoretical basis for solving the problems existing in the field investigation and inspection of grass-roots public security organs and improving the comprehensive quality of investigators and the quality of handling cases.
