【摘要】：中国的近代警察是帝国主义入侵之后的产物,鸦片战争以后,欧洲与日本的资产阶级“警察行政”的思想开始传入中国。1898年湖南巡抚陈宝箴在长沙成立了“湖南保卫局”,这是我国最早的专职警察机构,1901年清廷谕令各地创办巡警,从此京师与各地进行了许多尝试,江西自前清光绪1903年举办警政。1905年清政府在北京建立“巡警部”。北伐军于1927年1月抵赣,南昌市政厅成立,江西从此纳入国民党政权的统治之下。 江西警察制度在国民政府的统治下进入新的发展时期。从1927年到1939年,江西警政建设进入了一个发展较快时期,各项警察制度得到完善,各级警察机关得到设置,江西社会的治安整体上有了好转,特别是城市的治安、卫生环境有了很大的改善。七七事变后,日军发动了全面侵华的战争,1939年3月日军侵占南昌,江西警政建设被打断。 1927—1939年间江西的警政建设是在清末、民国初期的警政建设的基础上进行的,并取得了很大成绩。这一时期是中国相对统一,中国江西相对稳定阶段,故本文截取这一时期的江西警政建设为研究对象,同时这段时期的警政建设对后来的警政建设也有很大的作用。本文基于现有资料并借助历史学、法学、统计学、社会学等方面知识,从不同角度对1927--1939年间江西的警政建设状况进行综合描述和分析,以期达到对其比较全面的认识。
[Abstract]:The modern police in China was the product of imperialist invasion. After the Opium War, the thought of bourgeois "police administration" in Europe and Japan began to be introduced into China. Chen Baozhen, governor of Hunan Province, established the Hunan Security Bureau in Changsha in 1898, which was the earliest full-time police organization in our country. Jiangxi Guang Xu held a police administration in 1903 since the former Qing Dynasty. In 1905, the Qing government established a "patrol department" in Beijing. The Northern Expedition arrived in Jiangxi in January 1927 and Nanchang City Hall was established. Jiangxi was brought under the rule of the Kuomintang regime. Jiangxi police system entered a new period of development under the rule of the national government. From 1927 to 1939, the construction of Jiangxi police administration entered a period of rapid development, the police system was improved, the police organs at all levels were set up, and the public security in Jiangxi as a whole improved, especially in the city, and the health environment was greatly improved. After the July 7 incident, the Japanese launched a full-scale war of aggression against China. In March 1939, the Japanese invaded Nanchang, and the police construction in Jiangxi was interrupted. In 1927 / 1939, the construction of police administration in Jiangxi was carried out on the basis of the construction of police administration in the late Qing Dynasty and the early period of the Republic of China, and great achievements were made. This period is the stage of relative unity of China and the relative stability of Jiangxi Province, China, so this paper intercepts the construction of Jiangxi police administration in this period as the research object, at the same time, the police construction in this period also plays a great role in the later police construction. Based on the existing data and with the help of history, law, statistics, sociology and other aspects, this paper makes a comprehensive description and analysis of the police construction in Jiangxi from 1927 to 1939, in order to achieve a more comprehensive understanding of it.
