谈“网上追逃”

【摘要】：“网上追逃”是指在追缉逃犯工作中 ,刑侦、治安、户政、交警等诸警种合成作战 ,以计算机网络通信技术及其《在逃人员信息系统》为查询比对工具 ,对所在地的异地人员和当地的其他人员进行“身份认证” ,与《在逃人员信息系统》上的逃犯名单比对核查 ,进而采取措施予以捕捉的工作方式。其特点是能够实现逃犯资料共享、条件组合查询、快速检索比对。“网上追逃”必须以做好软、硬件方面的准备 ,准确把握“逃犯”的概念 ,提高人的运用本领为前提 ;以深入分析逃犯心理个性特征 ,有针对性地运用战术为成功的保证 ;以严格的保密制度为保障。
[Abstract]:"online flight" means that in the pursuit of fugitives, criminal investigation, public security, household administration, traffic police and other kinds of police operations, using computer network communication technology and its "Information system for escaped personnel" as a query and comparison tool, to carry out "identity authentication" of local personnel and other local personnel, and to compare and verify the list of fugitives on the "Information system for escaped Persons". And then take measures to capture the way in which it works. Its characteristics are that it can realize the data sharing of fugitives, conditional combination query and fast retrieval and comparison. "online pursuit of flight" must be based on the preparation of software and hardware, accurately grasp the concept of "fugitive" and improve the ability of human use, take the in-depth analysis of the psychological personality characteristics of fugitives, the targeted use of tactics as the guarantee of success, and the strict confidentiality system as the guarantee.
