【摘要】：难民危机加剧了欧盟多重危机效应,推动其周边治理转型。欧盟新周边治理框架在务实原则下,更加理性地认识到自身作为转型力量对外输出模式的局限性,转而寻求在安全和稳定的优先领域与周边国家在区别化原则下开展新的互利合作。但是,由于其特殊的国际行为体身份定位,欧盟周边治理务实转型难以突破其深层次困境,尤其是在利益与价值之间实现平衡。
[Abstract]:The European Union ' s new peripheral governance framework , based on pragmatic principles , is more rational to recognize itself as the limitation of the external output mode of the transition force , instead of seeking new mutually beneficial cooperation between the security and stability priority areas and the surrounding countries under the principle of differentiation . However , due to its special international actor identity positioning , it is difficult to break through its deep predicament , especially in the interests and values .
