超大规模条件下中国民主建设的策略

【摘要】：任何国家的民主建设都是在特定的条件下建立起来的,都需要综合考虑多种因素,无论是对民主的价值还是民主的手段,亦或者是对民主的技术的探讨,规模都是其中一个重要因素。对于规模与民主的关系,最早开始于亚里士多德的《政治学》中,他分析了规模与民主政体的关系,探讨了规模对国家政体选择的影响。在以后的很长一段时期,政治学家对于规模与民主的关系也没有脱离这个范围,直到1973年罗伯特·达尔对当代民主理论进行了深入反思和重新定位,为民主理论的进一步发展提供了全新的分析视野。达尔认为没有单一的类型或单一规模的单元能够实现民主的两个亮度标准——公民效能和体系能力,或者说,不存在最适合民主的规模,所以民主建设的意义就在于探索适合本国规模的民主发展模式,亦或者说是探究适合本国国情的民主发展策略。本文通过对规模与民主关系的探究,分析超大规模对一个国家民主进程的影响,指出超大规模对于民主建设的影响是复杂的,必须综合考虑一个国家的实际的政治、经济、文化等因素。这就决定了我国的民主建设必须要充分考虑我国超大规模社会的现实情况,多角度分析我国民主建设的境遇、条件,只有这样才能为我国的民主建设提供依据,必将对在中国这样一个超大规模国家中推进民主建设,发展中国式民主模式具有重要的意义。文章从民主选举、政治主体间的沟通以及民主政治体系能力三个方面论述了超大规模对民主政治建设的复杂影响,指出超大规模对于民主政治建设的影响是十分复杂的,不能单纯的解释为有利或不利,必须在政治体系所处的社会环境体系中综合进行考虑。在第三部分分析了超大规模对我国民主政治建设的影响,分析了超大规模条件下我国民主建设的优势以及面临的挑战。一方面,超大规模丰富我国的民主形式、提高了公民政治参与的热情,为渐进式民主的发展提供了依据。另一方面,超大规模也增加了我国民主建设的复杂性和不确定性,多元价值观念增加了社会冲突的发生,民主政治发展不均衡,也在阻碍着我国民主建设的进程。因此,在第四部分则结合第三部分的论述对中国民主建设的策略进行分析,通过发展多样性民主、可持续民主、渐进性民主和构建多元民主治理体系来实现我国的大国民主之路。
[Abstract]:The construction of democracy in any country is established under certain conditions, and many factors need to be considered comprehensively, whether it is the value of democracy, the means of democracy, or the exploration of democratic technology. Scale is one of the most important factors. The relationship between scale and democracy began in Aristotle's Politics, and he analyzed the relationship between scale and democracy. This paper discusses the influence of scale on the choice of state polity. For a long time, political scientists did not deviate from the scope of the relationship between scale and democracy. It wasn't until 1973 that Robert Dahl rethought and redefined contemporary democracy. It provides a new analytical perspective for the further development of democratic theory. Dahl believes that no single type or single size unit can achieve the two luminance criteria of democracy-citizen efficacy and system capability, or. There does not exist the most suitable scale for democracy, so the significance of democratic construction lies in exploring the democratic development model suitable for the scale of our country. In other words, it is to explore the democratic development strategy suitable for the national conditions. This paper analyzes the impact of the super-large scale on the democratic process of a country through the exploration of the relationship between scale and democracy. It is pointed out that the impact of super-large scale on the construction of democracy is complex, and the actual political and economic situation of a country must be comprehensively considered. Culture and other factors. This determines that our country's democratic construction must fully consider the reality of our super-large society, multi-angle analysis of China's democratic construction of the situation, conditions. Only in this way can we provide the basis for the construction of democracy in our country, and it will certainly be of great significance to the promotion of democratic construction and the development of Chinese model of democracy in such a large scale country as China. The communication between political subjects and the ability of democratic political system discusses the complex influence of super-large scale on democratic political construction, and points out that the influence of super-large scale on democratic political construction is very complex. It can not be explained simply as favorable or unfavorable, but must be considered comprehensively in the social environment system of political system. In the third part, the author analyzes the influence of super-large scale on the construction of democratic politics in our country. This paper analyzes the advantages and challenges of democratic construction in China under the condition of super-large scale. On the one hand, super-large scale enriches the democratic form of our country and enhances the enthusiasm of citizen's political participation. On the other hand, the super-large scale also increases the complexity and uncertainty of democracy construction in China, and the pluralistic values increase the occurrence of social conflicts. The uneven development of democratic politics is also hindering the process of democratic construction in China. Therefore, in part 4th, combined with the discussion of the third part of the analysis of the strategy of China's democratic construction, through the development of diverse democracy. Sustainable democracy, progressive democracy and the construction of pluralistic democratic governance system to realize the path of democracy in China.
