浦东新区“镇管社区”中的权力关系研究

【摘要】：镇管社区是在快速城市化的背景下,上海浦东顺应大区域管理和大规模人口导入需求而进行的一项社区管理创新。镇管社区治理模式的核心是党的领导,基础是基层自治,发展方向是社区共治,具体定位为镇与居委之间的综合管理平台、协商共治平台和服务平台,最终目标是实现服务有效下沉、广泛覆盖各个居住区、自治共治逐步发育。镇管社区模式出现和发展的过程,本质上是社区权力关系不断调整、权力结构不断重组的过程。论文围绕优化镇管社区的权力关系这一根本目标,深入研究镇管社区权力关系运行现状和存在的问题,提出优化镇管社区模式下权力关系的对策建议。论文的选题具有重要的理论意义和实用价值。本论文研究主要从镇管社区有关理论、治理模式、权力关系的现状、问题及优化的对策建议等方面展开论述,运用的研究方法主要有:文献研究法、案例分析法和比较研究法等。在对社区与镇管社区、权力与权力关系等概念进行简要说明的基础上,重点阐述公民社会理论、治理理论和权力制约理论的核心思想;在对镇管社区的发展背景、治理模式和体制框架设计等进行简要分析的基础上,研究镇管社区的治理经验和困境;从镇管社区的权力主体构成开始分析,研究镇管社区的横向与纵向权力关系,阐述内在的权力互动逻辑,指出镇管社区权力关系存在的诸如权力结构行政化等不足;分别从制度层面、组织层面和运行层面,给出加强镇管社区顶层设计、优化镇管社区权力配置和健全镇管社区权力运行机制的对策建议。论文的创新之处在于:一是论文研究的开创性,经过检索发现,目前我国鲜有研究镇管社区的权力关系的文章;二是提供了系统全面研究社区权力关系的有效途径;三是研究的实践指导意义,有利于进一步指导我国城市化进程中不同地区、不同模式的镇管社区的具体实践。本文力图对浦东镇管社区的权力关系做出有益的理论与实践探索,从推进镇管社区善治的目标出发,通过优化权力配置,完善相关制度安排,健全权力运行机制,使镇管社区治理的权力关系更为合理更有秩序,消除社区治理权力的结构困境,提高社区的民主治理水平。
