“形式”抑或“实质”:中国基层政治参与的实证分析

【摘要】：政治参与是民主治理的核心,而政治参与意识和行为是政治参与的关键要素。国外已有研究论证了基层政治参与行为对政治参与意识的正向影响,而国内相关的实证研究较少。利用全国性数据,在基层政治参与的框架下分析政治参与行为对政治参与意识的影响。研究发现:居民积极参与选举投票以及维权抗争,但对其政治参与意识没有显著影响;而积极参与社区公共事务对居民的政治参与意识有积极影响。研究结果在一定程度上说明,当前我国一些地方居民的基层政治参与行为可能是一种"形式主义",难以对微观的政治参与意识以及宏观的基层政治制度产生实质影响。实际上,基层政治参与的有效落实,需要基于社会转型的"中国经验"合理调节政治参与行为和意识的关系。
[Abstract]:Political participation is the core of democratic governance, and political participation consciousness and behavior are the key elements of political participation. But the domestic related empirical research is relatively few. Uses the national data. This paper analyzes the influence of political participation behavior on political participation consciousness under the framework of grass-roots political participation. The study finds that residents actively participate in the election vote and fight for their rights, but have no significant influence on their political participation consciousness; Active participation in community public affairs has a positive impact on the residents' consciousness of political participation. At present, the grass-roots political participation behavior of some local residents in our country may be a kind of "formalism", and it is difficult to have a substantial impact on the micro political participation consciousness and the macro grass-roots political system. The effective implementation of grass-roots political participation requires the "Chinese experience" based on social transformation to rationally regulate the relationship between political participation behavior and consciousness.
