改革开放以来中国共产党开展政党外交的历程及其经验研究

【摘要】:政党外交从属于国家总体外交,涵括于国家的总体战略布局中,旨在促进国家关系,增进国与国之间的合作与交往,为国内发展营造良好的外部条件。中国共产党自成立起便与党外发生交往关系,建国后中共成为执政党,尤其注重与国外各类政党进行政党外交。改革开放以来,中国共产党的政党外交更是取得了较大的发展,成果颇丰。论文旨在探讨改革开放以来中国共产党开展政党外交的历史进程,并尝试总结和归纳其历史经验。论文先对政党外交的一般理论进行探讨,认为政党外交是指在国家总外交的政策指导下的,以维护政党和国家利益、促进党际关系和国家关系为目的,以谈判、磋商、合作等和平交往方式与国外合法政党、政党联盟及其他的政治团体进行联系和交往的政治行为。政党外交与党际关系和政府外交是相互区别又相互联系的,它们的内涵、行为主体、交往形式等方面具有各自的特性。在分析政党外交产生的原因和影响因素问题上,认为政党自身交往需要、全球建党浪潮的兴起和国家间相互依赖度加深是政党外交产生的主要原因;从宏观角度分析政党外交的主要几个影响因素,政党利益和国家利益是外交的决定性因素,国家的综合实力因素是政党制定战略政策的根本依据,政党的自身实力是影响政党外交的重要因素,国家发展形势是影响政党外交的主要外部因素。改革开放后的中共的政党外交理论继承和发展了马克思、恩格斯、列宁关于处理党际交往关系的理论和毛泽东等第一代领导集体的政党外交的理论,这些理论为改革开放后中共开展政党外交提供理论依据。马克思、恩格斯和列宁关于无产阶级的国际联合的必要性的论述和如何处理政党之间的关系的思想都是值得借鉴和发展的,中共第一代领导集体根据中国国情,认为中共的政党外交应该坚持独立自主原则,政党之间应该平等交往,意识形态不应成为政党外交的障碍。在理清中共政党外交的理论依据后,对中共在改革开放以来开展的政党外交发展历程进行梳理,根据中共历次重要的会议作为其政党外交的发展变化作为划分标准,总共划分了六个发展阶段:第一阶段是1978年至1982年,该阶段主要阐述中共对中联部的调整及中共政党外交在此期间如何进行调整;第二阶段是1983年至1988年,此阶段主要阐述中共如何开始政党外交的探索并取得初步发展成效的;第三阶段为1989年至1991年,主要论述中共在1989年“政治风波”后的政党外交如何打破封锁与制裁并取得政党外交工作的恢复与发展;第四阶段为1992年至2001年,主要阐述中共政党外交在以江泽民为核心的领导集体对政党外交的探索与发展,由于前期的发展积淀,此阶段的中共政党外交呈现出“井喷式”发展;第五阶段为2002年至2011年,该阶段主要阐述以胡锦涛为主的新一届中央领导集体对于政党外交的全面推进,丰富了政党外交的方式,在政党外交内容中更加注重务实性,注重注入经济因素促进与国际社会的经济合作与交往,注重治党治国经验的交流,积极围绕全球热点问题参与国际政治,并开始探索政党外交的机制化发展;第六阶段为2012年至今,此阶段在“四个全面”的战略布局下,突出政党外交的全面深化发展,继续推进政党外交的机制化发展,更明确政党外交的定位,以促进国家关系的发展,为实现中华民族伟大复兴服务。在梳理改革开放以来中共政党外交的发展历程的基础上,总结和归纳其历史经验,认为中共政党外交必须要以科学的理论作为指导,不断在实践中促进中共政党外交理论的创新,构建和完善中共的政党外交理论体系,应该准确的把握国内国际局势,明确其推进国家关系和服务于“中国梦”的目标,在政党外交过程中坚持邓小平的党际关系四项原则,并在实践当中不断丰富其内涵。我们应充分吸收这些宝贵的经验,为将来的政党外交实践提供支持。
