【摘要】：由于就业途径有限,受教育水平不高,经济来源少等原因使得残疾人在社会生活中一直是需要被关照的对象,特别是农村残疾人,他们的收入水平低却要承担高额的康复费用,生活环境单一无法享受到更多的保障福利政策,其接受到的康复服务与康复设施健全的城镇地区残疾人相比有着巨大的差距。从残疾人自身的角度来说,接受良好的康复服务保障了残疾人的根本权益,有利于残疾人身体恢复健康,正常参与工作融入社会;从社会角度来说,健全的残疾人康复体系有益于维护社会治安稳定,促进经济繁荣,缓解农村地区与城镇地区发展的不平衡,同时也是对国家各项相关政策的积极响应。新疆吐鲁番市的经济支柱产业是农业,并且80%以上的残疾人在农村,这使得以吐鲁番市为例的农村残疾人康复服务相关问题的研究具有一定的代表性。本文采用实地调研和问卷统计分析等方法,一方面从残疾人自身的角度出发,根据现状和残疾人满意度,分析出财政经费的不足、贫困家庭的残疾人无法实现康复以及农村残疾人自身康复意识淡薄等方面是制约农村残疾人康复事业的主要障碍;另一方面从政府的角度出发,分析发现医疗康复是农村残疾人最基本的康复需求,只有完善农村残疾人医疗康复体系,才能更好地满足农村残疾人的康复需求,与此同时,通过加大政府对农村残疾人无论是财政还是康复人才等各方面的投入,增加政府对贫困家庭残疾人的关注,根据农村残疾人的特殊性,提出因地制宜的解决方案等方式,营造和谐康复氛围,使农村残疾人快速参与并融入社会,共享社会物质精神文明成果。
[Abstract]:Due to limited access to employment, low level of education, low economic resources and other reasons, disabled people have always been the object of attention in social life, especially in rural areas. Their income level is low but they have to bear high rehabilitation costs. Living in a single environment without access to more guaranteed welfare policies, there is a huge gap between the rehabilitation services it receives and the disabled in urban areas with sound rehabilitation facilities. From the point of view of the disabled themselves, Receiving good rehabilitation services guarantees the fundamental rights and interests of the disabled, is conducive to the recovery of the health of the disabled and their normal participation in work and integration into society; from a social point of view, a sound rehabilitation system for the disabled is conducive to maintaining social security and stability. Promoting economic prosperity, alleviating the imbalance in the development between rural and urban areas, and also responding positively to the relevant policies of the state. The economic pillar industry in Turpan, Xinjiang, is agriculture, and more than 80% disabled people are in rural areas. This makes the research on rehabilitation service of rural disabled people representative, taking Turpan City as an example. This paper adopts the methods of field investigation and questionnaire statistical analysis, on the one hand, from the perspective of the disabled, According to the present situation and the satisfaction degree of the disabled, it is analyzed that the lack of financial funds, the poor family disabled people can not realize rehabilitation and the rural disabled people's weak consciousness of rehabilitation are the main obstacles restricting the rehabilitation of rural disabled people. On the other hand, from the perspective of the government, it is found that medical rehabilitation is the most basic rehabilitation needs of the rural disabled. Only by perfecting the medical rehabilitation system of the rural disabled can the rehabilitation needs of the rural disabled be better met. At the same time, By increasing the government's investment in all aspects of rural disabled people, whether in finance or rehabilitation personnel, and by increasing the government's concern for the disabled in poor families, and according to the particularity of rural disabled people, we put forward solutions to suit local conditions, and so on. To create a harmonious and rehabilitative atmosphere, to enable the rural disabled to participate and integrate into society quickly, and to share the achievements of social material and spiritual civilization.
