农村基层协商民主的问题与对策研究

【摘要】：协商民主是一种基于人民主权的现代民主形式,既是一种理想又有坚实的基础。2005年、2006年,中共中央两度发文明确指出把政治协商纳入决策程序,在中共十三大报告中国共产党提出了关于基层协商民主概念的最初思考为基层协商民主的建构提供了最初的思路[1]。十七大把政治协商纳入报告,十八大进一步确认了“协商民主”的概念。在十八界三中全会上曾提出要在全社会开展广泛协商的体系,在中国人民政治协商会议成立65周年大会上更是指出,社会主义协商民主,在社会主义民主政治建设中有独特的形式和优势,是党的思想路线在政治领域的重要体现。今年刚刚召开的全国政协十二届三次会议提出发挥协商民主的新优势,进一步推进协商民主的发展步伐,为推动实现中国梦做出贡献。这表明我国对协商民主的认识达到了更高的水平,这都为我国基层协商民主的开展奠定了政策依据。近些年,协商民主通过各种途径在我国基层得到了一定发展,取得了巨大进步,但是基于基层实际情况我们还是可以发现一些亟需解决的问题,如一些地区的民主协商流于形式、弱势群体参与不平等、村民参与缺少自主意识等。本文在回顾与总结了协商民主在我国农村基层的实践过程,梳理了创新发展的基本脉络,分析了所取得的成就,揭示了存在的问题,提出了相应的对策措施。协商民主本身的存在发展就是一个过程,在农村基层的发展更是探索中前进,在实践中我们不能急于求成,要遵循农村的现实开展,从而更好的推进我国的基层民主建设。
[Abstract]:Deliberative democracy is a modern form of democracy based on the sovereignty of the people, which is both an ideal and a solid foundation. On 2005 and 2006, the CPC Central Committee issued two documents clearly stating that political consultation should be included in the decision-making process. In the report of the 13th National Congress of the Communist Party of China, the Communist Party of China put forward the initial thinking on the concept of consultative democracy at the grass-roots level. [1]. The 17th National Congress of the Communist Party of China brought political consultation into the report. The 18 National Congress further confirmed the concept of "consultative democracy." at the 18 third Plenary session of the CPC Central Committee, it was proposed that a system of extensive consultation should be conducted in the whole society, and it was even more pointed out at the 65th Anniversary of the founding of the Chinese people's political Consultative Conference. Socialist deliberative democracy has unique forms and advantages in the construction of socialist democratic politics. The third session of the 12 National Committee of the Chinese people's political Consultative Conference (CPPCC) just held this year proposed to give play to the new advantages of consultative democracy and further promote the pace of development of consultative democracy. To contribute to the realization of Chinese Dream. This shows that our understanding of consultative democracy has reached a higher level, which has laid a policy foundation for the development of consultative democracy at the grass-roots level in our country. In recent years, Consultative democracy has developed in various ways at the grass-roots level in our country and has made great progress. However, based on the actual situation at the grass-roots level, we can still find some problems that need to be solved, such as democratic consultation in some regions is mere formality. This paper reviews and summarizes the practical process of consultative democracy in the rural grassroots of our country, combs the basic thread of innovation and development, analyzes the achievements, and so on. This paper reveals the existing problems and puts forward the corresponding countermeasures. The existence and development of consultative democracy itself is a process, and the development of the rural grassroots is even more advanced. In practice, we should not rush to succeed. To follow the reality of rural development, so as to better promote the building of democracy at the grass-roots level.
