特朗普时代中美俄关系大趋势思考

【摘要】：中国与美俄之间是最重要的两组大国关系。中美关系斗而不破仍是基本格局。中俄关系"准同盟"基本面不会发生变化。俄美关系会有限度地改善。美联俄制华未能实现,联华制俄也不可能。中国应当对俄美实行双线同盟战略,即在经济、金融、科技、教育、文化、社会等所谓低级政治领域,注重发展同美国的关系。在战略、安全、军事、政治、外交等所谓高级政治领域,注重发展同俄罗斯的关系。同时,实行双向弥补不足策略,即加强同美国的高级政治关系,夯实同俄罗斯的低级政治关系,目的是实行三角框架下我国外交的主动和我国利益的最大化。
[Abstract]:China and the United States and Russia are the two most important groups of great power relations. Sino-U.S. relations are still a basic pattern. The fundamentals of the "quasi-alliance" of Sino-Russian relations will not change. Russian-US relations will be improved to a certain extent. The United States and Russia have failed to achieve the establishment of China. Nor is it possible for China to make Russia. China should implement the strategy of a two-line alliance with Russia and the United States, that is, in the so-called low-level political fields of economy, finance, science and technology, education, culture, society, and so on, and pay attention to the development of relations with the United States. In the so-called high-level political fields, such as politics, diplomacy, and other so-called high-level political fields, emphasis is placed on the development of relations with Russia. At the same time, the strategy of making up for the deficiencies in both directions is implemented, that is, strengthening high-level political relations with the United States and consolidating low-level political relations with Russia. The purpose is to carry out the initiative of China's diplomacy and the maximization of China's interests under the triangular framework.
