深圳市宝安区“村改居”社区公共文化服务供给机制研究

【摘要】:深圳是我国最早施行“村改居”改革的城市之一,也是中国首个率先完成“村改居”工程实现100%城市化的城市。然而“村改居”是项系统的工程,涉及居民身份、生产生活方式、集体经济改制、基层管理体制变更等一系列复杂的内容,深圳宝安区在2004年开始全面进行“村改居”,至今已经过十多年的发展,宝安区在“村改居”治理和公共文化服务供给方面做出了大胆的创新和改革,取得的非常显著的成绩。本文以多中心治理理论作为主要理论基础,在实地调研的基础上,以宝安区“村改居”社区的源起和特征作为切入点,具体从多元供给主体机制、供给运行机制,供给评估机制等三个方面对宝安区“村改居”社区公共文化服务供给的现状进行详细的分析,发现宝安区“村改居”社区经过十多年的发展和摸索,在公共文化服务供给中已形成一套独特的机制,公共文化服务外包已成为常规化手段,来自公益组织、志愿者的义务供给成为公共文化服务供给强有力的补充手段,在公共文化服务供给的监督上,宝安区也初步形成了政府监督、公民监督、社会监督的多层次监督体系,为保证评估的公正公开和准确,创造性的引入第三方评估机构对公共文化服务进行专业评估,可以说目前宝安区的“村改居”社区公共文化服务供给机制在国内具有一定的科学性和前瞻性,但是经过调查同时也发现,目前宝安区“村改居”社区由于受历史发展因素、制度惯性、法律法规不健全等因素的制约,还存在着公共文化服务多元供给主体间配合和协调程度不够,多中心治理内涵要求建立的网络化、扁平化的沟通协调机制还未完全成型,公共服务外包中也出现了服务质量差、购买流程不规范等问题,据此,笔者针对宝安区“村改居”社区公共文化服务存在的问题提出了三个方面的对策建议:建立多元主体网络协调机制,并对“村改居”社区内部各组织机构间的权、责、利进行梳理,进一步推动“政企”、“政社”分离改革工作。完善政府购买公共文化服务的招投标机制与定价机制,健全涵盖大众传媒、社会公众以及专家在内的多元监督评价机制,培养“村改居”社区居民监督意识和参与意识,完善公共文化服务供给的评估反馈机制,继续培育和壮大独立的第三方评估机构,根据公共文化服务的特征建立科学的评估指标体系,确保评估的准确和有效。
[Abstract]:Shenzhen is one of the earliest cities in China to carry out the reform of "village to residence", and it is also the first city in China to complete the project of "changing from village to residence" to realize the urbanization of 100%. However, the project of "changing from village to residence" is a systematic project involving the status of residents. A series of complicated contents, such as production and life style, collective economy reform, grass-roots management system change, etc., in 2004, Baoan District of Shenzhen began to carry out "village change of residence" in an all-round way, and has been developing for more than 10 years. Baoan District has made bold innovations and reforms in the governance of "changing from village to residence" and the provision of public cultural services, and has made remarkable achievements. This paper takes the theory of multi-center governance as the main theoretical basis, and on the basis of field research, Taking the origin and characteristics of the "village to live" community in Baoan District as the starting point, from the pluralistic main supply mechanism and the supply operation mechanism, This paper analyzes in detail the present situation of community public cultural service supply in Baoan District from three aspects, such as supply evaluation mechanism, and finds out that the community of Baoan District has been developing and groping for more than 10 years. In the public cultural service supply has formed a set of unique mechanism, the public cultural service outsourcing has become the regular means, comes from the public welfare organization, volunteer's obligation supply becomes the public cultural service supply powerful supplementary means, With regard to the supervision of the supply of public cultural services, Baoan District has also initially formed a multi-level supervisory system of government supervision, citizen supervision and social supervision, in order to ensure fair, open and accurate evaluation. The creative introduction of third-party evaluation institutions to the professional evaluation of public cultural services can be said that the current "village to live" community public cultural service supply mechanism in Baoan District is scientific and forward-looking in China. However, at the same time, the investigation also found that the current "village change" community in Baoan District is restricted by factors such as historical development, institutional inertia, imperfect laws and regulations, and so on. There is also insufficient cooperation and coordination between the multiple providers of public cultural services, the networking required by the connotation of multi-center governance, the flat communication and coordination mechanism, and the poor service quality in public service outsourcing. On the basis of this, the author puts forward three countermeasures for the problems existing in the community public cultural service in Baoan District: establishing the coordination mechanism of multi-agent network, And combing the rights, responsibilities and benefits among the organizations within the community, and further promoting the reform of the separation of "government and enterprises" and "governance and society", and perfecting the bidding mechanism and pricing mechanism for government purchase of public cultural services. Improve the multiple supervision and evaluation mechanism, including the mass media, the social public and experts, cultivate the sense of supervision and participation of community residents, improve the evaluation and feedback mechanism for the provision of public cultural services, We should continue to cultivate and strengthen independent third-party evaluation institutions and establish a scientific evaluation index system according to the characteristics of public cultural services to ensure the accuracy and effectiveness of the evaluation.
