战后日本能源外交及对中国的启示

【摘要】：二战后能源外交兴起,能源外交成为各国经济政治重要组成部分。两次石油危机将能源外交在全球范围内推向高潮,日本作为能源资源匮乏的国家,在能源兴起的浪潮下表现的异常出色。战后的日本受到美国扶持和压制双重影响,本国经济的复苏以及石油在世界能源结构的地位不断上升,对石油等资源需求量增大,日本大部分能源需要进口,对外依存度非常高。在两次石油危机时期,日本积极开展对中东地区的能源外交和寻求能源供给多元化战略,总结出该时期日本能源外交具有“应急性”等特点；然而在冷战后,世界格局发生变化,国际能源形势复杂。日本能源外交面临更多挑战,9·11事件、福岛核泄漏等事件对日本能源外交政策产生了巨大影响。然而日本的灵活能源外交手段在动荡时期使得日本有惊无险。日本在实施能源外交过程中存在恶性竞争手段,对其他国家产生不良影响,在一定程度上破坏了能源秩序的稳定。中国自1993年开始由石油出口国转变为进口国,这种角色转变使中国面临前所未有的问题,本文通过对日本方面的研究分析,基于中国能源外交的发展现状总结出日本能源外交对中国的启示。
[Abstract]:After World War II, energy diplomacy rose, and energy diplomacy became an important part of national economy and politics. Two oil crises pushed energy diplomacy to a global climax. Japan, as a country with scarce energy and resources, Japan after the war was influenced by the support and suppression of the United States, the recovery of its economy and the rising status of oil in the world's energy structure, and the increasing demand for oil and other resources. Most of Japan's energy needs to be imported, and its dependence on foreign countries is very high. During the two oil crises, Japan actively pursued its strategy of energy diplomacy and seeking diversification of energy supply to the Middle East region. Summing up the characteristics of Japan's energy diplomacy in this period, such as "emergency"; however, after the Cold War, the world pattern has changed and the international energy situation is complex. Japan's energy diplomacy is facing more challenges, such as the September 11 incident. The Fukushima nuclear leakage and other incidents have had a great impact on Japan's energy foreign policy. However, Japan's flexible energy diplomacy has left Japan at risk in turbulent times. Japan has vicious means of competition in the implementation of its energy diplomacy. The adverse effects on other countries have partly undermined the stability of the energy order. Since 1993, China has changed from an oil exporter to an importer, a role that has left China facing unprecedented problems. Based on the research and analysis of Japan, this paper summarizes the enlightenment of Japan's energy diplomacy to China based on the development of China's energy diplomacy.
