我国民主党派参与社会服务工作研究

【摘要】：我国八大民主党派是具有中国特色的参政党,在共产党的领导下,积极参政议政,为社会主义建设事业服务。民主党派的社会服务工作,是民主党派结合自身特点,立足自身优势,组织党派成员和相关人员,通过为社会提供无偿性和非营利性服务的活动,扩大党派自身影响力的一种服务。作为参政议政、民主监督两大职能的延伸和补充,社会服务是民主党派参与国家治理的重要途径,是服务于基本职能的重要体现,并能促进民主党派基本职能的不断发展。随着"四个全面"的提出,社会服务作为民主党派履行参政党职能的重要工作,面临着更多的机遇和挑战。因此,研究民主党派参与社会服务,对于如何让社会服务工作更加适应形势,更大程度地发挥效果,更利于社会与人民的发展、进步,具有十分重要的意义。开展社会服务,民主党派具有特殊的优势,也有着与其他组织不同的自身特点。本文以社会治理理论为研究的理论依据,探讨了该理论对于民主党派开展社会服务的重要启示。通过回顾民主党派开展社会服务的历史进程,及多家民主党派参与社会服务的典型实践活动,归纳整理出了一些有代表性的经验。同时,本文探讨了民主党派开展社会服务存在的局限性和问题,尤其是在党派的基层组织中,存在社会合作联动不强、开展服务的特色不鲜明、理论研究偏向内部化等问题。针对这些问题,展开了有针对性的分析,归纳出了包含制度不完善、社会参与不足、角色认知不清晰和保障机制不健全等方面的原因。在之后的论述中,根据民主党派社会服务工作面临的形势和要求,试探性地从理念推进、机制完善和创新保障三个角度提出了一些可行性对策,立图在更高、更新的起点上推动民主党派社会服务工作的科学式和跨越式发展。在目前的社会新形势下,民主党派做好社会服务工作需要可持续性,以促进其能够更全面、更完善、更创新、更成熟地发展下去。民主党派开展社会服务,既服务于国家的经济社会发展,促进社会深层次的问题解决,又是促进社会治理的具体实践,能真正发挥出社会治理理论中提出的"民主、公正、平等、自由和维护社会利益的作用"。
[Abstract]:The eight major democratic parties in China are political parties with Chinese characteristics. Under the leadership of the Communist Party, they actively participate in politics and discuss government affairs and serve the cause of socialist construction. The social service work of democratic parties is the combination of democratic parties with their own characteristics. Based on their own advantages, they should organize party members and related personnel to expand the party's own influence by providing free and non-profit services to society. As an extension and supplement of the two major functions of political participation and democratic supervision, Social service is an important way for the democratic parties to participate in the governance of the country, an important embodiment of serving the basic functions, and can promote the continuous development of the basic functions of the democratic parties. Social service, as an important work for democratic parties to perform the functions of participating political parties, is facing more opportunities and challenges. Therefore, to study the participation of democratic parties in social services, how to make social service work more adaptable to the situation, It is of great significance to play a greater role in the development and progress of society and the people. To carry out social services, democratic parties have special advantages. Also has its own characteristics different from other organizations. This paper based on the theory of social governance as the theoretical basis, This paper probes into the important enlightenment of this theory for the democratic parties to carry out social service. By reviewing the historical process of the democratic parties' social service, and the typical practical activities of many democratic parties participating in the social service, At the same time, this paper discusses the limitations and problems of the democratic parties in carrying out social services, especially in the grass-roots organizations of the parties, where social cooperation is not strong. The characteristics of developing services are not clear, the theoretical research is biased towards internalization, and so on. In view of these problems, the author has carried out targeted analysis, concluded that the inclusion system is not perfect, and the social participation is insufficient. In the following discussion, according to the situation and requirements of the social service work of the democratic parties, it is tentatively promoted from the concept. This paper puts forward some feasible countermeasures from the three angles of mechanism perfection and innovation and guarantee, which can promote the scientific and leap-forward development of the social service work of the democratic parties at a higher and newer starting point. To do a good job in social services, the democratic parties need to be sustainable in order to promote their development in a more comprehensive, perfect, innovative and mature manner. Democratic parties carry out social services that serve the economic and social development of the country. It is also the concrete practice of promoting social governance to promote the deep social problem solving, which can really bring into play the role of democracy, justice, equality, freedom and safeguarding the social interests put forward in the theory of social governance.
