欧洲难民问题及其对欧洲共同移民政策的影响

【摘要】：二战后,由于欧洲国家稳定的经济社会发展状况、高级别的社会福利水平、独特的地理位置和地缘政治特点,欧洲成为亚洲、非洲乃至大多数第三世界国家迁出移民的重要目的地。近年来,西亚北非部分国家和地区政治社会持续动荡,大量因种种原因逃离祖国和家乡的人们通过非常规手段进入欧洲境内并滞留,这一现象通常被称作“欧洲难民问题”。根据目前形势判断,欧洲难民问题在未来较长时间内难以得到缓解或消失。进入欧洲难民数量的急剧膨胀,对欧洲政治、经济、社会、文化、安全等诸多方面的影响日趋显现,并留下深刻的印迹。难民涌入、接收和融入问题已经变成欧洲各国需要普遍面对的、最为棘手的问题之一,也使现有的欧洲共同移民和难民政策面临严峻挑战。本论文通过阐述欧洲难民问题的发展现状、形成原因,厘清国际社会对欧洲难民问题普遍存在的错误理解,并分析难民问题给欧洲国家及欧洲共同移民和难民政策带来的影响,重点对欧洲共同难民政策的未来发展方向进行预判。总的说,面对汹涌而来的难民问题,欧洲国家在欧盟框架下统一政策和措施,积极协调与域外国家的合作,才是解决问题的“苦口良药”。
[Abstract]:After World War II, due to the stable economic and social development of European countries, the high level of social welfare, the unique geographical location and geopolitical characteristics, Europe became Asia. Africa and most of the third World countries are important destinations for emigration. In recent years, some countries and regions in West Asia and North Africa have continued to experience political and social unrest. A large number of people who have fled their homeland and home for a variety of reasons have entered and remained in Europe through unconventional means, a phenomenon commonly referred to as the "European refugee problem"... judging by the current situation, It will be difficult to alleviate or disappear the refugee problem in Europe for a long time to come. The rapid expansion of the number of refugees entering Europe has a growing impact on political, economic, social, cultural, security and other aspects of Europe. The influx, reception and integration of refugees have become one of the most difficult and common problems facing European countries. In this paper, the reasons for the development of refugee problems in Europe are expounded to clarify the misunderstandings of the international community on the widespread refugee problems in Europe. It also analyzes the impact of the refugee problem on the common immigration and refugee policies of European countries and Europe, and focuses on prejudging the future direction of the common European refugee policy. In general, in the face of the turbulent refugee problem, European countries under the framework of the European Union to unify policies and measures, and actively coordinate cooperation with foreign countries, is the "bitter medicine" to solve the problem.
