山东省诸城市农村社区建设评价研究

【摘要】：开展农村社区建设,是党中央为解决“三农问题”、统筹协调城乡一体化发展,提出的一项重要举措,旨在促进农村现代化发展。推进城市化进程中的农村社区建设,体现了落实科学发展观和实现富强、民主、文明中国梦的要求,有助于推动农业农村现代化进程,实现生产生活方式的转换升级。在新型城镇化背景下,诸城市根据国家、山东省和潍坊市的《国家新型城镇化规划》,结合本市的实际情况,坚持以人为本、生态优先,加快建设低碳绿色、美丽宜居的新型农村社区。与此同时,一系列的问题也随之而来,农村社区建设过程中的资金筹措、配套设施与服务等均需关注。本文在充分收集整理有关调查数据的前提下,以评价诸城市农村社区建设水平为立足点,将定量、定性分析和比较分析充分结合起来,并加以实证研究和理论研究相融合的方法,对涉及到农村社区建设方面相关内容,包括国内外现有的研究现状,进行综合全面系统的分析。本文使用了层次分析法和模糊综合评价法,从生产发展、管理民主、乡村文明、村容整洁以及生活宽裕五类指标着手,进而以此以基础对指标进行设计,建立了农村社区建设综合评价指标体系。根据最终的评价结果,判定诸城市农村社区建设水平处于“一般”等级且与“较好”等级间的差距较小,发展前景较好。虽诸城市农村社区建设水平处于“一般”等级,虽与“较好”等级间的差距较小,但仍需通过采取多种策略进行提升。本文对诸城市农村社区建设过程中面临的科技贡献率低、人才制约、社区文化建设滞后、社区生活垃圾处理难等四个主要问题进行说明,然后有针对性地从提高农业科技服务水平、培育引进高素质人才、加强农村社区文化建设、解决社区生活垃圾处理难四个方面介绍诸城市农村社区建设水平提升的对策建议,希望能够对诸城市的农村社区建设起到一定的积极作用。
[Abstract]:The construction of rural communities is an important measure put forward by the CPC Central Committee to solve the "three rural issues" and coordinate the development of integration of urban and rural areas, with the aim of promoting the development of rural modernization and promoting the construction of rural communities in the process of urbanization. It embodies the requirements of carrying out the scientific concept of development and realizing prosperity, democracy and civilization Chinese Dream, which will help to promote the modernization of agriculture and rural areas and realize the transformation and upgrading of production and life style. Under the background of new urbanization, Zhucheng, according to the state, The National New urbanization Plan of Shandong Province and Weifang City, combined with the actual situation in this city, adhere to the people-oriented, ecological priority, accelerate the construction of low-carbon green, beautiful and livable new rural communities. A series of problems have followed, such as raising funds, supporting facilities and services in the process of rural community construction. Based on the evaluation of the level of rural community construction in Zhucheng, the quantitative, qualitative and comparative analysis are fully combined, and the empirical and theoretical studies are combined to study the relevant contents of rural community construction. Including the existing research situation at home and abroad, comprehensive comprehensive and systematic analysis. This paper uses the analytic hierarchy process and fuzzy comprehensive evaluation method, from the production development, management democracy, rural civilization, clean and tidy village, and living well off five kinds of indicators, Then, based on the design of the index, the comprehensive evaluation index system of rural community construction is established. According to the final evaluation results, It is concluded that the level of rural community construction in Zhucheng is at the level of "general" and the difference between the level of "better" and "general" is smaller, and the prospect of development is better, although the level of construction of rural community in Zhucheng is at the level of "general". Although the gap between the "better" class and the "better" level is small, it is still necessary to adopt a variety of strategies to promote the construction of the rural community in Zhucheng. The contribution rate of science and technology in the construction of rural communities in Zhucheng is low, the talent is restricted, and the construction of community culture lags behind. Four main problems, such as difficult disposal of community domestic waste, are explained, and then, from improving the service level of agricultural science and technology, cultivating and introducing high-quality talents, and strengthening the cultural construction of rural communities, This paper introduces the countermeasures and suggestions of improving the level of rural community construction in Zhucheng from four aspects of solving the difficulties in the treatment of community domestic waste, hoping to play a positive role in the construction of rural community in Zhucheng.
