越南网络舆情危机管理中政府信息公开研究

【摘要】：互联网是一种全球性、开放的信息资源网,其信息资源的传播具有开放性、快捷性等特点,以其巨大的影响为和冲击力,正在改变着当下的信息环境生态。当前,越南互联网普及率在不断的上升,网络媒体在推动人民的生活与社会经济发展、创新社会管理机制、等方面都发挥出积极重要的作用,这些积极的作用推动了越南政治、经济、社会、文化等多方面的进步,与此同时,互联网也逐渐成为社会事件、问题与矛盾的孕育、发展和变换的重要场所。在越南发展的现阶段,社会生活变得更加多元化和复杂化,社会矛盾和群体性突发事件呈现多发态势,且波及范围大、危害增加。特别是近几年,网络舆情的发展变化非常的复杂、激烈。基于上述,本研究以《越南网络舆情危机管理中政府信息公开研究》为选题,对越南政府在网络舆情危机管理中信息公开现状进行研究,找到存在的问题,并对其原因进行了思考和探讨,然后通过对发达国家政府信息公开的经验借鉴,结合越南的具体实际情况提出越南网络舆情危机管理中的建议。
[Abstract]:The Internet is a kind of global, open information resource network, its information resource dissemination has the characteristics of openness, rapidity and so on, with its enormous influence and impact, it is changing the current information environment ecology. Vietnam's Internet penetration rate is constantly rising. Internet media play a positive and important role in promoting people's lives and socio-economic development, innovating social management mechanisms, and so on. These positive roles have promoted Vietnam's politics and economy. At the same time, the Internet has gradually become an important place for social events, problems and contradictions to breed, develop and change. At the present stage of Vietnam's development, social life has become more diversified and complicated. Social contradictions and mass emergencies present a tendency of frequent occurrence, and they have a large scope of spread and increase in harm. Especially in recent years, the development and change of network public opinion is very complex and intense. Based on the above, Based on the subject of "the study on the openness of Government Information in the crisis Management of Vietnam's Network Public opinion", the present situation of the Vietnamese government's information disclosure in the crisis management of network public opinion is studied, the existing problems are found, and the reasons are discussed. Then through the experience of government information disclosure in developed countries, combined with the actual situation of Vietnam, the paper puts forward some suggestions in the crisis management of Vietnam network public opinion.
