【摘要】：英国于1948年成功建立了世界上第一个福利国家,目前已经建立起一个比较完善的多层次的社会保障体系,故论文以英国为研究对象。然而,长期的高福利给英国的福利制度带来了很多问题,特别是二战以后英国人口老龄化日益严重,加重了福利国家危机。英国政府就此不断地对本国福利制度进行改革,采取了许多切实有效的措施,这些措施可以作为其他国家借鉴的宝贵经验。我国正处在经济与社会转型的关键时期,为了更好地保障和改善民生,促进经济建设稳步向前发展,不断地完善社会保障建设工作显得越来越重要。所以,我国社会保障制度的发展有必要借鉴英国福利制度的先进经验。本文重点研究了在人口老龄化背景下英国福利制度的内容及制度评析,从人口老龄化的角度详细分析了英国福利制度存在的问题,特别是人口老龄化对一国福利制度产生的冲击,总结出英国福利制度发展与完善中积累的宝贵经验。文章第一部分是绪论部分,主要介绍人口老龄化的概念,英国人口老龄化的现状和趋势,文献综述和文章研究内容与方法。第二部分是英国福利制度概述:英国福利制度的起源、建立及建立的理论基础、英国福利制度的内容和特点、英国福利制度的演进。第三部分主要从人口老龄化的角度对英国福利制度进行评析,包括英国福利制度的积极作用和存在的问题,人口老龄化对福利制度的冲击,福利制度实施效果评析。第四部分介绍英国福利制度的经验以及中国社会保障制度在人口老龄化背景下发展的启示。文章的研究方法是历史分析法、比较研究法和个案分析法。文章采用历史分析法和比较研究法分析了英国福利制度的起源和建立,以及英国各阶段政府对于福利制度进行的改革措施及改革成效。另外运用个案分析法,通过对英国典型的社会福利制度与政策的了解和研究,从中得到可供我国社会福利事业借鉴的经验和启示。
[Abstract]:In 1948, the United Kingdom successfully established the first welfare state in the world. At present, it has established a relatively perfect multi-level social security system. The long-term high welfare has brought a lot of problems to Britain's welfare system, especially the aging of the British population after World War II, which has aggravated the welfare state crisis. The British government has therefore continuously reformed its welfare system. We have taken many practical and effective measures, which can be used as valuable experiences for other countries. Our country is in a critical period of economic and social transformation. In order to better safeguard and improve the people's livelihood and promote the steady development of economic construction, It is more and more important to continuously improve the construction of social security. It is necessary to draw lessons from the advanced experience of the British welfare system in the development of our social security system. This paper focuses on the content and system analysis of the British welfare system under the background of aging population. From the point of view of population aging, this paper analyzes in detail the problems existing in the welfare system of Britain, especially the impact of population aging on the welfare system of a country. This paper summarizes the valuable experience accumulated in the development and improvement of the British welfare system. The first part of the article is the introduction part, which mainly introduces the concept of population aging, the present situation and trend of British population aging. The second part is an overview of the British welfare system: the origin of the British welfare system, the theoretical basis for its establishment and establishment, and the content and characteristics of the British welfare system. The third part mainly analyzes the welfare system of Britain from the point of view of population aging, including the positive role and existing problems of the welfare system, the impact of population aging on the welfare system. Part 4th introduces the experience of the British welfare system and the enlightenment of the development of China's social security system under the background of aging population. The article analyzes the origin and establishment of British welfare system by historical analysis and comparative research. As well as the reform measures and results of the welfare system in various stages of the United Kingdom. In addition, the use of case analysis is used to understand and study the typical social welfare system and policies in the United Kingdom. From this, we can get some experience and enlightenment for our country's social welfare.
