安倍政权对俄政策及其影响分析

【摘要】：对日本来说,无论是为推进北方领土问题的解决,还是出于保持安定外部环境的需要,对俄罗斯外交始终是其外交中极为重要的一环。2012年12月,安倍晋三第二次就任日本首相后,不断向俄罗斯抛出改善两国关系的“橄榄枝”,大幅调整对俄政策,积极促进两国在各个领域的沟通交流。在此背景下,日俄双方重启领土问题相关谈判,建立外长与防长“2+2”对话机制,并在经济、能源、科技、文化等各个领域不断深化合作。安倍本人更是两次访俄,并与普京总统在不同场合进行多次会谈,日俄两国关系迅速升温。安倍政府之所以推行如此积极的对俄政策,一方面是为了促进领土问题解决、提振经济、保证资源供给,进而借此巩固国内执政地位;另一方面是为制衡中国,提升地区影响力、扩大国际战略空间。随着乌克兰危机不断发酵,日本迫于西方压力对俄实施制裁,导致两国关系“遇冷”。但从长远来看,出于自身利益,不管是日本还是俄罗斯,改善彼此关系的主观愿望和客观需求并未改变。基于此种情况,密切观察日本对俄政策,分析日俄两国关系的微妙变化,以及这种变化对地区安全、大国关系、特别是对中国周边环境的影响,对保证国家安全、稳定与持续发展有重大意义。本文主要对安倍第二任期以来对俄政策调整的内容、原因以及影响作出分析,探究日俄两国关系出现的变化,以对可能再次出现的两国向好状况作出预判和应对。
