清代行政区划等第制度探究

【摘要】：行政区划等第制度自古有之,最早可以追溯至秦汉时期。之所以建立这种制度,其目的是针对不同地区的具体行政状况做出不同的人事安排,并制定不同的政策,以便更好地对地方进行管理。这是一种充满行政智慧的制度设计。随着朝代的更迭和官制的变革,这一制度也不断发展成熟,最终在清代臻于完善。它不仅对清代的地方官制产生了重要影响,也对清代区域性发展起着重要作用。本文除了引言和结语外,主体分成五个部分:第一,“概念界定”,阐述行政区划等第制度的具体涵义,以及与其相近术语的区别;第二,“清以前的行政区划等第制度”,分别阐述“秦汉至宋元”和“明代”的行政区划等第的产生和演变,以及其对清代的影响;第三、第四,重点阐述清代行政区划制度的形成和完善,以及区划等第制度下的地方官制;最后于对清代的这一等第制度予以评价。
