俄罗斯当代北极政策的实质与中国的对策

【摘要】：北极在当今世界的战略意义愈发凸显,俄罗斯临近北极,其北极政策一直受到世界各国的关注。2007年的海底插旗事件和2017年的兴建人工岛屿事件,更是引发了外界对于俄罗斯北极政策的诸多猜想。笔者分别通过极地安全、极地航线和极地资源这三个视角对俄罗斯当代北极政策进行逐一分析,发现军事扩张并不符合俄罗斯的实际利益,而北方航线作为国际航道的通行能力十分有限,唯有获取极地资源才是其政策的实质。鉴于分析的结果,笔者探讨了中国对于北极事务的介入问题,并对中俄两国在北极地区的合作前景和方式进行了初步分析。
[Abstract]:The strategic significance of the Arctic in today's world is becoming increasingly prominent. Russia is near the Arctic, and its Arctic policy has been the concern of all countries around the world. The seabed flag planting incident on 2007 and the construction of artificial islands on 2017, This has led to a great deal of speculation about Russia's Arctic policy. The author analyzes the contemporary Russian Arctic policy one by one through the perspectives of polar security, polar routes and polar resources. Finding that military expansion is not in the practical interest of Russia, and that the northern route has very limited capacity as an international waterway, and that access to polar resources is the essence of its policy. This paper discusses China's involvement in Arctic affairs and makes a preliminary analysis of the prospects and ways of Sino-Russian cooperation in the Arctic region.
