乌克兰政体演变研究（1991-2014）

【摘要】：1991年独立后,乌克兰宪法确立了半总统制的政体,但是之后随着不同政治集团之间的斗争,宪法经过了多次修改,乌克兰的半总统制在总统议会制和总理总统制之间不断摇摆。不管是总统议会制还是总理总统制,总统和总理的矛盾始终存在。乌克兰政体也受到了如东西部差异、不成熟的政党制度等内部因素及大国博弈等外部因素的影响。在危机之后,乌克兰想要平息代表东西部利益集团的政治团体间的争斗,以及在大国的夹缝中求得生存,必须要对国内政治体制进行全面的改革,并且采用积极灵活的外交政策,从而平息内部和外部矛盾。
[Abstract]:After independence in 1991, Ukraine's constitution established a semi-presidential system of government, but the constitution was revised many times after the struggle between different political groups. The semi-presidential system in Ukraine is constantly swinging between the presidential parliamentary system and the presidential system of the prime minister. Whether it is the presidential parliamentary system or the presidential system of the prime minister, there is always a contradiction between the president and the prime minister. Ukraine's political system is also subject to differences between the east and the west. After the crisis, Ukraine wanted to quell the struggle between political groups representing interest groups in the east and the west, and to survive in the gap between the great powers. It is necessary to reform the domestic political system comprehensively and adopt active and flexible foreign policy so as to settle internal and external conflicts.
