民办养老机构经营风险研究

【摘要】：在社会政策和社会力量的共同推动下,我国养老服务业整体规模在不断扩大,整个养老行业呈现良好的发展态势。但在人口老龄化压力逐渐增大的背景下,养老服务的供给与老年人多样化、专业化的服务需求之间的供需矛盾也凸显出来。养老产业作为我国的一个朝阳产业,起先都是在政府的主导下形成与发展的,其资金投入也基本来源于政府财政。伴随养老服务业的逐步发展,政府有限的财政资金难以满足日益增长的养老服务需求,鼓励民间资本进军养老服务业便成为政府解决养老财政缺口问题的重要手段。民办养老机构在政策和市场需求的双重刺激下发展迅猛,一方面民办养老机构积极顺应我国人口老龄化发展的趋势,日益成为推动社会化养老的主力军;另一方面,在我国养老机构的管理水平和风险观念相对落后的情况下,民办养老机构在经营发展还凸显出一些困难和风险隐患,值得政府和社会各界人士给予关注和支持。民办养老机构作为社会福利服务行业的新生力量涌入市场,在社会主义市场经济还处于初级阶段、养老问题还相当复杂、行业标准尚不规范、政府公共服务监管体制尚不完善之时,其经营管理过程中面临诸多风险,产生风险的原因也不尽相同,且目前国内尚未建立专门针对民办养老机构经营管理的规范性风险防控体系。本文以民办养老机构的经营风险为切入点,通过实地走访各地民办养老机构并结合个人的实习经验,综合运用参与式观察法、无结构式访谈法、文献研究法等研究方法对民办养老机构的经营困境、面临的经营风险进行调查研究,并结合所学的社会福利、社会政策、社会工作等相关专业知识,对民办养老机构的经营风险进行深度剖析和评估。本论文以风险管理理论为基础,立足民办养老机构的可持续发展,分析民办养老机构的生存发展背景以及经营管理风险,研究民办养老机构应对经营风险的措施,从而发挥民营企业在我国养老产业中的积极作用,致力于推动我国养老事业不断向前迈进。首先,本文从机构分类的角度分析养老机构的基本概念并厘清"民办"与"公办"养老机构的区别,结合民办养老机构的特点分析其优越性;然后通过对民办养老机构经营管理过程中所发生的经典案例的分析研究,识别和总结民办养老机构面临的主要经营风险;在此基础上归纳分析民办养老机构经营风险产生的原因,进而探讨应对民办养老机构经营风险的方法,并提出具体的防控措施。本文的创新点在于立足民办养老机构风险管理的视角,通过科学的调研和专业的分析,识别民办养老机构面临的主要经营风险,并对症下药地提出规避风险的措施,为我国民办养老机构的发展提供有价值的参考,致力于促进我国养老服务业健康有序的发展。
[Abstract]:Driven by social policies and social forces, the overall scale of the pension service industry in China is constantly expanding, and the whole pension industry is showing a good development trend, but under the background of increasing pressure of aging population, The contradiction between the supply of old-age services and the diversification of the elderly, and the demand for specialized services are also highlighted. As a sunrise industry in China, the pension industry was formed and developed at first under the guidance of the government. With the gradual development of the old-age service industry, the limited financial funds of the government can hardly meet the increasing demand for pension services. Encouraging private capital to enter the pension service industry has become an important means for the government to solve the problem of pension finance gap. Private pension institutions have developed rapidly under the dual stimulus of policy and market demand. On the one hand, the private pension institutions actively conform to the trend of the aging population in our country and become the main force to promote the socialization of the aged. On the other hand, under the situation that the management level and the risk concept of the pension institutions in our country are relatively backward, The operation and development of private pension institutions also highlight some difficulties and hidden risks, which deserve the attention and support of the government and people from all walks of life. As a new force in the social welfare service industry, private pension institutions pour into the market. When the socialist market economy is still in its infancy, the pension problem is quite complex, the industry standard is not standardized, and the government's public service supervision system is not perfect, it faces many risks in the process of operation and management. The reasons for the risks are different, and at present, there is no standard risk prevention and control system for the private pension institutions in China. This paper takes the operating risks of the private pension institutions as the starting point. Through field visits to local private pension institutions and combined with individual practice experience, comprehensive use of participatory observation method, unstructured interview method, literature research and other research methods to private pension institutions management difficulties, The business risks faced by them are investigated and studied, and relevant professional knowledge such as social welfare, social policy, social work, etc. Based on the theory of risk management, this paper is based on the sustainable development of private pension institutions, analyzes the survival and development background and management risks of private pension institutions. In order to exert the active role of private enterprises in the pension industry of our country, we should study the measures that private pension institutions should take to deal with the management risks, and devote ourselves to pushing forward the cause of the aged in our country. First of all, This paper analyzes the basic concepts of pension institutions from the perspective of organization classification, clarifies the differences between "private pension institutions" and "public" pension institutions, and analyzes their advantages in combination with the characteristics of private pension institutions. Then through the analysis and study of the classic cases in the process of the private pension organization management, the paper identifies and summarizes the main operating risks faced by the private pension institution. On this basis, the causes of the operating risks of the private pension institutions are summarized and analyzed, and the methods to deal with the operational risks of the private pension institutions are discussed. The innovation of this paper is based on the perspective of risk management of private pension institutions, through scientific investigation and professional analysis, to identify the main operating risks faced by private pension institutions. In order to provide valuable reference for the development of private pension institutions and to promote the healthy and orderly development of the pension service industry in China, the measures to avoid risks are put forward.
