上海合作组织的发展阶段及前景分析——基于组织生命周期理论的视角

【摘要】：塔什干峰会后,随着上合组织扩员进程的正式开启,上合组织的发展阶段及前景问题引起学术界的广泛关注。文章基于组织生命周期理论的视角,认为上合组织的发展会经历创立期、成长期、成熟期和蜕变期四个阶段,在此过程中,上合组织的组织职能、机制建设、组织规模和合作内容将不断趋于稳定和深化。在现阶段,上合组织仍处于成长期,虽然面临一些亟待解决的障碍和困境,但总体来说,具有很大的发展机遇和良好的发展前景。因此,上合组织有必要通过加强组织协调、增强组织认同、提高行为能力、发展对外合作等途径来促进自身的良性持续发展。
[Abstract]:After the Tashkent Summit, with the formal opening of the SCO membership expansion process, the development stage and prospects of SCO have attracted extensive attention in academic circles. This paper is based on the perspective of organizational life cycle theory. The author thinks that the development of SCO will go through four stages: founding period, growth period, mature stage and metamorphosis period. In this process, the organization function and mechanism construction of SCO will be established. The scale of the organization and the content of the cooperation will continue to be stabilized and deepened. At this stage, the SCO is still in its growth period. Although it faces some obstacles and difficulties that need to be solved urgently, it is generally speaking, Therefore, it is necessary for SCO to promote its benign and sustainable development by strengthening organization coordination, strengthening organizational identity, improving behavior ability and developing foreign cooperation.
