当代中国推进国家治理现代化的理路考量

【摘要】：国家治理是执政党动员国家各主体力量、以"国家"为对象的治理,是涉及各领域的、统筹性的、系统性的、长远性的治理,极具复杂性、艰难性。国家治理实现现代化,制度最关键,而制度建构的精髓是民主和法治,民主化与法治化因此是其应有之义。硬性的制度要落实到治理主体的能力水平、价值理念、道德修养提升上,没有道德、修养、理想、信念、信仰、精神境界的塑造,也就不可能真正实现国家治理的现代化。国家治理现代化是一个动态的过程,不可能一步到位、一劳永逸,要把坚定制度自信和不断改革创新统一起来,处理好制度稳定和制度变革的关系。
[Abstract]:State governance is the governance of the ruling party that mobilizes the main forces of the state and takes the "state" as its object. It is a governance involving various fields, as a whole, systematic, and long-term. It is extremely complex and difficult. The governance of the country is modernized. The essence of system construction is democracy and rule of law, and democratization and rule of law is therefore its proper meaning. A rigid system should be implemented to the ability level of the governing body, the concept of value, the promotion of moral accomplishment, and there is no morality and accomplishment. The shaping of ideals, beliefs, beliefs, and spiritual realms will not truly realize the modernization of state governance. The modernization of state governance is a dynamic process and cannot be achieved in one step, once and for all. It is necessary to unify firm institutional confidence with constant reform and innovation, and properly handle the relationship between institutional stability and institutional change.
