科学发展观视域下的“以人为本”及其当代价值研究

【摘要】：2003年,党的十六届三中全会首次提出科学发展观的概念,对发展问题做出了马克思主义的科学回答。2007年,党的十七大明确提出科学发展观的完整内涵,并将以人为本确定为科学发展观的核心。当前,中国进入全面深化改革的攻坚时期,党的十八大将“以人为本”的科学发展观确立为我们党和国家必须长期坚持的指导思想。党的十八届三中全会上,“以人为本”被进一步凸显,全面落实“以人为本”更加紧迫。本文主要运用了文献分析、系统归纳等方法,对科学发展观的“以人为本”思想展开探究,尝试对该课题研究中的不足进行补充和完善。首先,本文论述了科学发展观“以人为本”的理论渊源,指出科学发展观的“以人为本”吸收了中国古代民本思想、西方人本主义思想中的积极因素,提炼了马克思主义人学思想的精华,并适应中国发展实际,是马克思主义在当代中国的运用和发展。其次,本文论述了科学发展观“以人为本”的科学内涵,指出“以人为本”的主体是党、政府、企事业单位,更是社会生活中的每一个人,要以类、集体、个体的人为本,当前就是要以最广大人民群众为本。再次,本文探究了落实科学发展观“以人为本”的具体路径,一是加强经济建设;二是提升全民素质;三是保障和改善民生;四是全面推进依法治国;五是建设生态文明。最后,本文探究了科学发展观“以人为本”的当代价值,理论层面上,“以人为本”的提出,继承和发展了马克思主义人学思想;丰富和发展了党的执政理念;完善和发展了中国特色社会主义理论;现实层面上,坚持“以人为本”,是深入落实科学发展观的必然要求;是全面建成小康社会的现实需要;有利于促进社会和谐发展和人的自由全面发展;有利于提升我国的国际形象和国际地位。本文写作的最大特点和创新之处在于:一是扩大了“以人为本”的主体,提出不仅党和国家要坚持“以人为本”,社会生活中的每一个人都要坚持“以人为本”,每一个人是“以人为本”的根本主体和践行者;二是特别结合了当前全面建成小康社会,实现中华民族伟大复兴的时代背景,认真领会党的十八大和十八届三中、四中全会精神,全面论述科学发展观“以人为本”的当代价值,以期通过对“以人为本”思想的深入理解和把握,为当前中国社会的发展贡献一点微薄的力量。
[Abstract]:In 2003, the third Plenary session of the 16 CPC Central Committee put forward the concept of scientific development concept for the first time, and gave a scientific answer to the question of development. At present, China has entered the critical period of comprehensively deepening the reform. The scientific development view of "people-oriented" will be established as the guiding ideology that our party and state must adhere to for a long time. At the third Plenary session of the 18 CPC Central Committee, "people-oriented" has been further highlighted. It is more urgent to carry out "people-oriented" in an all-round way. This paper mainly uses the methods of literature analysis and systematic induction to probe into the idea of "people-oriented" of the scientific development view. First of all, this paper discusses the theoretical origin of "people-oriented" of the scientific development concept, and points out that the "people-oriented" concept of scientific development absorbed the Chinese ancient people-oriented thought. The positive factors in western humanism have refined the essence of Marxist humanism and adapted to the reality of China's development, which is the application and development of Marxism in contemporary China. This paper discusses the scientific connotation of "people-oriented" in the view of scientific development, and points out that the main body of "people-oriented" is the party, government, enterprises and institutions, as well as everyone in social life. At present, it is necessary to take the overwhelming majority of the people as the foundation. Thirdly, this paper probes into the specific path to implement the scientific development concept of "people-oriented", which includes strengthening economic construction, improving the quality of the whole people, safeguarding and improving the people's livelihood; Finally, this paper probes into the contemporary value of "people-oriented" in the view of scientific development, puts forward "people-oriented" on the theoretical level, inherits and develops Marxist humanist thought. It enriches and develops the ruling concept of the Party, perfects and develops the theory of socialism with Chinese characteristics, on the realistic level, insists on "people-oriented", is the inevitable requirement of carrying out the scientific concept of development, and is the realistic need of building a well-off society in an all-round way. It is beneficial to promote the harmonious development of society and the free and all-round development of human beings, and to promote the international image and status of our country. The main features and innovations of this paper are: first, it expands the subject of "people-oriented". Not only the Party and the country should adhere to "people-oriented", but everyone in social life should adhere to "people-oriented", and everyone should be the basic subject and practitioner of "people-oriented". The background of realizing the great rejuvenation of the Chinese nation, earnestly understanding the spirit of the 18 CPC Congress and the third Plenary session of the 18 CPC Central Committee, and comprehensively expounding the contemporary value of "people-oriented" of the scientific development view. The aim is to make a little contribution to the development of Chinese society through deeply understanding and grasping the thought of "people-oriented".
