阳西县社区养老服务问题与对策研究

【摘要】：随着改革开放的深入,我国的经济社会发展面临日益严峻考验,而人口老龄化问题已经严重制约和影响到经济社会的可持续发展。基于此,国家必须高度重视人口老龄化问题,将其纳入常规性管理中,建立与之配套的养老服务体系,以此来解决人口老龄化问题。这不仅是家庭的主要义务,而且也是社会的责任。本文选取阳西县为研究对象,对其社区养老情况进行研究,通过对社区养老服务的主要做法、老年人对社区养老服务需求情况和对社区养老服务满意度评价情况调研,发现阳西县社区养老服务存在资金缺乏、服务设施不完善、服务项目单一和专业的服务人员缺乏等问题,存在问题的原因主要是政府与社区职能定位不清晰、缺乏相关的法律法规支撑、贯彻宣传不到位和管理体制不健全导致。在借鉴英国、德国、美国、日本、香港和澳门地区社区养老服务的做法的基础上,得出相关的启示。最后,提出提升阳西县社区养老服务的对策建议。即重新定位政府角色,强化政府的主导作用、加强社区自治能力建设、加强舆论宣传,改善社区养老服务的观念、完善硬件设施、重视精神服务;实现资源整合、构建服务体系和充分调动社会力量,构建多渠道筹资机制。通过对阳西县社区养老服务现状、问题及对策的研究,为探索养老服务体系建设,总结相关经验和规律,指导社区养老服务中心改进养老服务工作,提升老年人生存环境和生活质量,进一步扩大养老服务范围,具有重要意义。
[Abstract]:With the deepening of reform and opening up, China's economic and social development is facing an increasingly severe test, and the problem of population aging has seriously restricted and affected the sustainable development of economic and social. Based on this, the country must attach great importance to the problem of population aging. It is not only the main duty of the family, but also the responsibility of the society. This paper chooses Yangxi County as the research object, and puts it into the regular management, and establishes the supporting old-age service system to solve the problem of aging population, which is not only the main obligation of the family, but also the responsibility of the society. Through the main methods of community old-age service, the elderly's demand for community old-age care service and the evaluation of community old-age service satisfaction were investigated. It is found that there are some problems in community old-age service in Yangxi County, such as lack of funds, imperfect service facilities, single service items and lack of professional service personnel. The main reasons for the problems are the unclear positioning of government and community functions. Lack of support of relevant laws and regulations, inadequate implementation of publicity and inadequate management system. Based on the practice of community pension services in Britain, Germany, the United States, Japan, Hong Kong and Macao, the relevant enlightenment is drawn. Finally, The countermeasures and suggestions for improving community old-age service in Yangxi County are put forward, that is, repositioning the role of the government, strengthening the leading role of the government, strengthening the building of community autonomy capacity, strengthening the publicity of public opinion, improving the concept of community old-age service, and perfecting the hardware facilities. Pay attention to spiritual service, realize the integration of resources, construct service system and fully mobilize social forces, construct multi-channel financing mechanism. Through the research on the present situation, problems and countermeasures of community old-age service in Yangxi County, we can explore the construction of old-age service system. It is of great significance to sum up the relevant experiences and laws, to guide the community old-age service center to improve the old-age service work, to improve the living environment and quality of life of the elderly, and to further expand the scope of the old-age service.
