富裕县农村留守老人养老问题研究

【摘要】：本文以随着城市化过程的加快和社会的变迁中,富裕县大量的青壮年劳动力从农村转移到城市,农村出现大量的留守老人为背景。老人是社会中的弱势群体,老人养老问题是现今社会应当得到普遍重视的一个问题,农村老人养老问题是其中的重点,而农村老人中农村留守老人更是一个弱势群体,他们的养老问题尤为严重,需要得到特别的关注。富裕县农村留守老人在养老过程中存在许多难题。妥善解决农村留守老人的养老问题,有利于富裕县社会的安定和农村社会经济的发展,同时关系到新农村与和谐社会的建设,也关系到能否成功应对老龄化问题。所以安顿好富裕县农村留守老人的养老问题是富裕县农村社会发展的一个重要方面,并且一定程度上稳定了富裕县的社会稳定,减轻农村留守老人外出打工的子女一些负担。通过对富裕县232个农村留守老人的实地调查,了解富裕县农村留守老人目前的养老现状,分析富裕县农村留守老人养老过程中存在的问题及原因。调查表明,富裕县的农村留守老人的养老方式主要以子女养老、土地养老和自己劳动所得的经济收入养老为主,另外还有一些国家政策的支持。子女外出务工一方面有利于对留守老人提供经济支持,但是子女为农村留守老人的经济支持水平有限,子女养老的水平普遍较低,国家相关政策虽有所涉及,但农村留守老人的经济供养问题并没有得到明显改善;子女对农村留守老人在生活照料方面也相当缺乏,老人日常生活艰难,尤其在老人生病住院时身旁能够照顾他们的人也是屈指可数;富裕县农村留守老人的精神生活也很贫瘠,缺少精神文化生活,大多农村留守老人都感觉有孤独感,并伴有很多心理疾病;而且医疗制度方面也不健全,留守老人的身体健康问题令人堪忧,“看病难”和“看病贵”的现象普遍存在,使得农村留守老人的健康无法得到保障。富裕县农村留守老人的养老问题,需要得到子女、社会和政府等各方面的支持。本论文以心理弹性理论、需求层次理论、社会支持理论为基础,借鉴已有研究的成果,运用问卷调查法、定量与定性分析法、归纳和演绎法等,立足富裕县实际情况和该县农村留守老人的养老现状,客观地分析了富裕县农村留守老人养老在经济供养、生活照料、医疗健康及精神文化等方面存在的问题,分析了富裕县农村留守老人养老存在这些问题的原因,对富裕县农村留守老人的养老问题提出可行的对策建议,为农村留守老人提供一些帮助。
[Abstract]:With the acceleration of urbanization and the changes of society, a large number of young and middle-aged labor force in Fuyu County are transferred from the countryside to the city, and a large number of left-behind elderly people appear in the countryside as the background. The elderly are the weak group in the society. The problem of providing for the aged for the elderly is a problem that should be paid more attention to in the present society, among which the problem of providing for the aged in the countryside is the key point, and the problem of the elderly left behind in the rural areas is a vulnerable group, and their problem of providing for the aged is especially serious. It needs special attention. There are many difficulties in the process of providing for the aged in Fuyu County. It is beneficial to the stability of the society and the development of the rural economy to properly solve the problem of providing for the aged in the rural areas. At the same time, it is related to the construction of new countryside and harmonious society, and also to whether we can successfully deal with the problem of aging. Therefore, it is an important aspect of the rural social development of Fuyu County to settle down the problem of providing for the aged in Fuyu County. And to some extent, it has stabilized the social stability of Fuyu County, lightened some burdens of the children who left behind to work in rural areas. Through the field investigation of 232 rural left-behind elderly people in Fuyu County, To understand the present situation of the aged left behind in the countryside of Fuyu County, and to analyze the problems and reasons existing in the process of providing for the aged in the rural area of Fuyu County, the investigation shows that the old-age mode of the rural left-behind old people in Fuyu County is mainly the children. The land endowment and the economic income derived from their own labour are mainly supported by some national policies. On the one hand, children who go out to work are in favor of providing financial support to the elderly left behind. However, the level of economic support for the rural left-behind elderly is limited, the level of children's old-age support is generally low, although the relevant national policies are involved, the problem of economic support for the rural left-behind elderly has not been significantly improved. The children also lack of care for the elderly left behind in rural areas. The daily life of the elderly is very difficult, especially those who can take care of them by their side when they are sick and hospitalized. The spiritual life of the elderly left behind in Fuyu County is also very poor. Lack of spiritual and cultural life, most of the elderly left behind in rural areas feel lonely, accompanied by a lot of psychological illness, and the medical system is not sound, The health problems of the elderly left behind are worrying. The phenomenon of "difficult to see a doctor" and "expensive to see a doctor" is widespread, which makes the health of the elderly left behind in rural areas unable to be safeguarded. In Fuyu County, the problem of old-age care for the elderly left behind in rural areas requires children. Based on the theory of elasticity of mind, the theory of hierarchy of demand, the theory of social support, the use of questionnaire, quantitative and qualitative analysis, induction and deduction, etc. Based on the actual situation of Fuyu County and the present situation of the elderly left behind in the countryside of Fuyu County, this paper objectively analyzes the problems existing in the economic support, life care, medical health and spiritual culture of the rural left-behind elderly in Fuyu County. This paper analyzes the causes of these problems in Fuyu County, and puts forward some feasible countermeasures and suggestions for the aged left behind in Fuyu County, and provides some help for the elderly left behind in rural areas.
