法国恐怖主义的发展及其原因分析

【摘要】：当前国际社会各国面临的最大安全挑战就是恐怖主义,它时刻威胁着国际社会的安全和稳定。近年来,随着"伊斯兰国"的崛起,国际反恐统一战线已经逐步形成,西方大国与美国强强联手,对日益猖獗的恐怖主义势力实施强有力的打击,而打击带来的,却是以"伊斯兰国"为首的恐怖主义势力疯狂的报复活动,其中,遭受恐怖袭击最严重的国家便是法国。从2015年1月7日的"查理周刊事件"开始,法国的恐怖主义阴霾驱之不散。先后再度发生了造成129人死亡、300人受伤的"巴黎特大恐怖袭击事件"和2016年法国国庆节期间的"尼斯恐怖袭击案"。那么,法国作为欧洲国家,为什么成为了恐怖活动的重灾区?除了与国际恐怖主义有很大的关联外,是否还存在"法国因素"。法国的反恐政策是否得力?法国的社会历史背景是什么?早期的殖民统治和近代的移民政策是否加剧了法国社会的分裂?法国的外交政策是否得当?21世纪以来法国的三位领导人是否制定了符合国情的外交方针?本文将在分析法国恐怖袭击发展的基础上,引出法国国内的一系列问题,对法国本土连续发生重大恐怖袭击事件的原因进行探究。首先,法国政府对恐怖主义的的认识源自20世纪80年代,经历了多次恐怖事件后,逐步成型。21世纪10年代,"伊斯兰国"恐怖组织出现打破了法国政府对恐怖主义的认识范畴,成为了法国本土连续发生恐怖袭击的罪魁祸首。"伊斯兰国"时期,法国发生的恐怖主义事件较以往的恐怖袭击来说有着突发性强、凶手本土化的特点。无论是美国的"9 · 11"事件、还是伦敦地铁爆炸案,其主谋都是外国有背景的恐怖分子,而法国恐怖袭击由法国公民策划发动,这种性质的恐怖袭击是前所未有的。防范难度增大是法国恐怖袭击的另一个特点,虽然一些本土恐怖分子与"伊斯兰国"有联系,但是自发性质的恐怖袭击变得越来越普遍,恐怖分子与群众之间的区别并不是很明显。法国发生恐怖主义的原因值得研究,这是一个历史问题、民族问题和政治问题。首先,法国拥有较长的殖民史,其殖民的地区民族结构各异,其中以黑人和阿拉伯人为主。法国于1830年占领了阿尔及利亚,在100多年的时间里对阿尔及利亚人的殖民统治虽在一定程度上促进了当地的现代化,但对占阿尔及利亚人口绝大多数的穆斯林群体始终采取高压的政策,直到20世纪60年代,阿尔及利亚人经过残酷的反殖民斗争才脱离了法国的控制,宣布独立后,穆斯林族裔才彻底被解放。其次,二战后的欧洲重建需要大量的移民支持,法国也不例外。法国长期秉持"共和同化"的移民政策,这种思想带有一定的传统主义理想色彩,早在法国大革命时期,法国人就坚持"共和"的理念,它强调所有法国公民在放弃自己原有的文化、宗教、语言并接受法国共和国的价值观后,才享有法国公民的权利。这种传统的思想在二战后的移民浪潮中面临了严峻的挑战。穆斯林移民对法国"共和"文化的理念并不接受。穆斯林移民社会地位得不到改善,民族差异大,社会不公平的现象也助长了穆斯林群体对本民族宗教信仰的依赖性。时至今日,法国社会仍然分化严重。第三,21世纪以来法国政府首脑的外交政策也是研究的重点。二战后,法国为谋求大国地位,一直与美国划清界限,退出北约,发展核武器,成为军事强国。在希拉克任内,法国与美国的关系尚且维持在旧原则不变的基础上,然而在萨科齐和奥朗德时代,法国的政治风向标扭转了 180度。法国不仅在口头上支持美国的一切对外行动,而且在某些军事行动上积极参与其中,对利比亚、叙利亚等穆斯林国家实施军事打击,恶化了法国与穆斯林世界的关系。
