河北省养老产业的发展问题研究

【摘要】：人口老龄化尽管首先表现为人口现象，却不断和社会经济、环境资源等各个领域相互作用，所带来的是一个复杂的系统问题，而想要解决这一系列问题，就必须将人口老龄化问题放入整个社会，统筹其与社会、经济、科技、资源、环境等各要素的关系。目前河北省已进入老龄化社会，而且随着人口预期寿命的提高和生育率的下降，老龄化程度还将继续加剧，，养老问题也将愈加凸现。唯有加快养老产业发展，才是解决当前我省养老问题的有效途径。本文以养老产业的发展问题为研究对象，首先在学习、借鉴相关理论研究的基础上重新界定了养老产业的定义，然后在分析河北省养老产业的发展环境和发展现状的基础上，构建了养老服务影响因素与养老服务需求因素的相关关系模型，然后应用斯皮尔曼等级相关系数模型对河北省养老服务需求调查数据进行测算和分析，测算出了影响养老服务因素与养老服务需求的关联度，并通过对斯皮尔曼等级相关系数的横向比较分析出老年人服务需求中的医疗服务、生活照料服务、文化娱乐服务、入住养老机构几项对不同老年人的需求程度；通过对斯皮尔曼等级相关系数的纵向比较分析出开发老年消费市场的切入点和突破口，进而找出河北省老年人的需求特点和养老产业的发展空间。最后，分别从政府、企业、社会三个角度提出发展养老产业的建议。其中政府应充分发挥主导作用，进一步加大财政对养老产业的扶持力度，建立养老事业推动机制，健全和完善养老产业体系；企业应细分老年消费市场，创新老年消费需求产品和服务；并鼓励社会各方面的力量发挥积极作用以促进养老产业的发展。
[Abstract]:Although population aging is the first manifestation of population phenomenon, it is constantly interacting with various fields, such as social economy, environmental resources, etc., which brings about a complex system problem, and wants to solve this series of problems. It is necessary to put the problem of population aging into the whole society and coordinate its relationship with social, economic, scientific and technological, resource, environmental and other factors. At present, Hebei Province has entered an aging society. With the increase of population life expectancy and the decline of fertility rate, the aging degree will continue to be aggravated and the problem of the aged will become more prominent. Only by speeding up the development of the old-age industry is the effective way to solve the pension problem in our province. In this paper, the development of pension industry as the research object, first of all in learning, drawing on the relevant theoretical research on the basis of redefining the definition of pension industry, and then on the basis of the analysis of the development environment and current situation of Hebei pension industry. The relationship model between the influencing factors of pension service and the demand factors of pension service is constructed, and then the survey data of pension service demand in Hebei Province are calculated and analyzed by using the Spelman grade correlation coefficient model. This paper calculates the correlation degree between the factors influencing the old-age service and the demand for the old-age service, and analyzes the medical service, the life care service, the cultural entertainment service in the elderly service demand through the horizontal comparison of Spelman's rank correlation coefficient. Through the longitudinal comparison of Spelman's rank correlation coefficient, the paper analyzes the breakthrough point and breakthrough of developing the elderly consumer market. Finally, from three angles of government, enterprise and society, the author puts forward some suggestions for the development of old-age industry, in which the government should give full play to the leading role. We should further increase the financial support for the old-age industry, establish a mechanism for promoting the cause of the aged, improve and improve the system of the old-age industry, and enterprises should segment the elderly consumer market and innovate the products and services needed by the elderly. And encourage all aspects of society to play an active role in promoting the development of pension industry.
